3.PROJECT DESCRIPTION MOUNTAIN HOUSE NEIGHBORHOODS KAND L INITIAL STUDY <br /> consistent with existing plans and agreements. Storm drainage from the <br /> Neighborhoods K and L area would flow into existing drainage facilities that <br /> include Mountain House Creek and a water quality basin. These facilities have <br /> been designed in accordance with storm drainage Best Management Practices <br /> (BMPs). �} <br /> Portions of Neighborhoods K and L are in a Federal Emergency Management <br /> Agency(FEMA) 100-year flood zone but would be re-mapped outside the 100- <br /> year flood zone when the site elevation is raised as part the development <br /> allowed by the project. Subsequently,the FEMA 100-year floodplain map would <br /> be amended. <br /> In 2007,the State of California passed Senate Bill 5,which requires 200-year <br /> flood protection for urban or urbanizing areas. As part of the Senate Bill 5 <br /> process,the Department of Water Resources released preliminary maps that <br /> indicate portions of the project site are within the 200-year floodplain. While the <br /> State has not yet determined the official 200-year floodplain elevation,flood <br /> protection would be provided in the same manner in which 100-year flood <br /> protection is being provided, by raising the elevation through fill. <br /> The amount of fill to needed raise portions of Neighborhoods K and L above the <br /> FEMA 100-year flood elevation of 10.4 feet is approximately 2 million cubic <br /> yards. The fill material would come from the site during the excavation of the <br /> lakes and cut from the higher elevation portions of the site. Not all of the site <br /> would require fill. The portions closest to Old River are the lowest, at an <br /> elevation of 5 feet,and would be raised a minimum 5.4 feet to be removed from <br /> the FEMA 100-year floodplain. The southern portions of Neighborhoods K and L <br /> are already above the floodplain and would not require any fill. <br /> Water Lines and Agricultural Irrigation <br /> The MHCSD would provide domestic water to the project and has provided a Will <br /> Serve Letter to the applicant. The MHCSD water treatment plant is located on <br /> the north side of Byron Road west of the project site. The applicant would <br /> construct all of the required water facilities. The BBID, under contractual <br /> relations with the MHCSD, is providing raw water supply to the MHCSD. <br /> Facilities anticipated to be constructed by the applicant to provide water service <br /> to Neighborhoods K and L include the balance of backbone water facilities on the <br /> applicant's lands, consistent with the MHCSD adopted Water Service Master <br /> Plan. However,specific requirements would be determined by the MHCSD as <br /> part of subsequent engineering design and approvals. <br /> Several applicant-owned farm irrigation facilities currently exist on the project <br /> site.They include irrigation and drainage pipelines and ditches. Irrigation <br /> facilities would be removed during development. Improvement plans would be <br /> reviewed by the MHCSD. Additional detailed information regarding farm <br /> irrigation is included in the Neighborhood K and L Farm Irrigation and Drainage <br /> Reports completed by Condor in 2010(Condor, 2010) and is addressed in <br /> Section 5.8, Hydrology and Water Quality, of this Initial Study. <br /> cue rn <br /> 3-14 <br />
