The objective of this work is to adequately <br /> characterize the soil underlying the discharge areas to determine if groundwater under the reservoirs is at <br /> greater risk of degradation than nearby background areas. This work was prepared at the request of SMH <br /> Mountain House, LLC (SMH). SMH seeks to decommission the land discharge facilities and to regrade <br /> the site to the original topographic surface. SMH seeks guidance from the California Regional Water <br /> Quality Control Board(Regional Water Board)with the decommissioning process. <br /> 1.0 SUBMITTAL HISTORY <br /> The following submittals and contacts, listed in reverse chronological order, have occurred related to <br /> Regional Water Board guidance for decommissioning the facilities. These will be referenced by number <br /> in later sections of this Work Plan. <br /> 1. On or about December 16, 2008, Tim O'Brien of the Regional Water Board and John Kramer of <br /> Condor Earth Technologies, Inc. (Condor) discussed the letter Response to Comments dated <br /> October 22, 2008. Mr. O'Brien requested that the letter with response to comments and the <br /> original Work Plan be consolidated into one document. <br /> " 2. On October 22, 2008, SMH submitted a letter "Response to Comments" prepared by Condor, <br /> including data on earthen materials in the ponds to demonstrate that no soil is present. <br /> 3. On July 21, 2008, the Regional Water Board provided a "Workplan Review, Site Closure <br /> Characterization Work Plan..." <br /> 4. On June 26, 2008, monitoring of Reclamation Area 1 required by Order No. 98-109 was <br /> informally waived in an email from Tim O'Brien because the facilities are no longer used for land <br /> discharge. <br />
