Analysis <br /> Background <br /> On February 8, 2005, the Board of Supervisors approved the Specific Plan II Project. The Specific <br /> Plan II Project consisted of the addition of the Specific Plan II document, amendments to the Master <br /> Plan and the Mountain House Development Title, and a Development Agreement. The Specific Plan <br /> II document included preliminary development plans for the Town Center, Neighborhoods C, D (west <br /> portion), H, I, J. K, and L at a program level of review. Because development of these <br /> neighborhoods were addressed at a program level of review, a Major Subdivision application <br /> ("Tentative Map")was required for each of them in order to obtain the necessary specific level of <br /> detail and review for subdivision development to proceed. <br /> In accordance with the above requirement, on July 7, 2005, the Planning Commission approved <br /> Tentative Maps for Neighborhoods C, H, I, and J. On September 11, 2007, the Board of Supervisors <br /> approved a reconfiguration of the land uses and residential lots for the I and J Tentative Maps. On <br /> October 2, 2008, the Planning Commission approved the D(west) Tentative Map. <br /> Neighborhoods K and L are the final two residential neighborhoods in Specific Plan II (and in all of <br /> Mountain House) for which tentative maps encompassing all or most of the neighborhood have been <br /> submitted. The tentative map submittals include supporting materials and documents (e.g., the <br /> Mountain House Neighborhoods K& L Initial Study). <br /> Analysis <br /> Consistency with Adopted Plans <br /> The project was reviewed for consistency with the General Plan, the Mountain House Master Plan, <br /> Specific Plan II, the Mountain House Public Financing Plan, and other community plans. The <br /> project, as conditioned,was found to be consistent with these plans. A summary of the consistency <br /> review conducted is provided in Appendix A. <br /> Jobs/Housing Program <br /> No changes in the Jobs/Housing Program are proposed as part of this project. The proposed <br /> subdivisions are consistent with both of those programs. One of the implementation measures of <br /> the master plan Job/Housing Program is the Jobs/Housing Reviews: <br /> • Jobs/Housing Reviews. The San Joaquin County Board of Supervisors shall hold a <br /> Public Hearing, referred to as a Jobs/Housing Review, to review the progress of the <br /> jobs/housing program at the following specified times: <br /> • Prior to the approval of any Specific Plan which contains residential development, <br /> but no sooner than after 2,000 residential units have been constructed (excluding <br /> the first Specific Plan or Specific Plan Amendment). <br /> • When 4,000, 8,000, 12,000, and 16,000 residential units have been completed and <br /> annual monitoring information becomes available, if a review has not already been <br /> conducted in the previous calendar year. <br /> • At any other times determined appropriate by the Board of Supervisors (e.g., <br /> scheduling of a Jobs/Housing review by the Board to evaluate the circumstances <br /> for non achievement of jobs/housing ratios). <br /> 29 <br />
