Phase I Environmental Site Assessment <br /> Neighborhoods D,K,L,and Town Center,Mountain House,California <br /> Page 25 <br /> It is Condor's opinion that the current and historical application of agricultural chemicals for agricultural <br /> gn <br /> i purposes constitutes a recognized environmental condition pursuant to the ASTM E 1527-00. Review of <br /> records and interviews indicate that agricultural chemicals have been applied to the Site properties. <br /> Agricultural chemicals, including pesticides, have been extensively used in the Central Valley and are <br /> like] residual in the soil. The pesticide residue Y p assessments are documented in the Neighborhoods D, K, <br /> and L and Town Center Phase II ESA, dated November 30, 2004 prepared by Condor. The results of this <br /> testing showed detectable pesticide or herbicide residue in the samples at or above the laboratory <br /> detection limits. <br /> It is Condor's opinion that the observed 55-gallon drums in Neighborhood D could possibly contain <br /> petroleum hydrocarbon products and/or agricultural chemicals and constitutes a recognized environmental <br /> condition pursuant to the ASTM E 1527-00. The possibility exists for contamination from storage and/or <br /> use to the soil and/or groundwater in Neighborhood D. <br /> It is Condor's opinion that the two wastewater treatment reservoirs located in the southeastern portion of <br /> Neighborhood L constitute a recognized environmental condition pursuant to the ASTM E 1527-00. The <br /> possibility exists for impacts to the soil and/or groundwater from storage and/or land application of <br /> treated wastewater in Neighborhood L. <br /> It is Condor's opinion.that the identified petroleum hydrocarbon contamination of soil and groundwater <br /> associated with the Old Valley Pipeline located between Neighborhood L and Town Center constitutes a <br /> recognized environmental condition pursuant to the ASTM E 1527-00. The contamination was identified <br /> on the northern boundary of Town Center and up gradient of Neighborhood L,.and the possibility exists <br /> for the contamination to have migrated onto Neighborhood L. Investigation and remediation activities are <br /> being conducted by Chevron Environmental Management Company in accordance with the requirements <br /> of SJCEHD and the Central Valley Regional Water Quality Control Board. <br /> It is Condor's opinion that the former Standard Oil Pipeline Company easement (discovered in <br /> Neighborhood J documents and currently owned by PG&E) traversing Town Center constitutes a <br /> recognized environmental condition pursuant to the ASTM E 1527-00. Although the easement currently <br /> Y <br /> contains a natural gas pipeline, there may have been a petroleum pipeline within this same easement in . <br /> the past. Other historic petroleum pipelines in the area have been found to leak petroleum hydrocarbons, <br /> l contaminating the surrounding soil. <br /> It is Condor's opinion that the two active pipelines (a six-inch diameter Chevron/Texaco petroleum <br /> pipeline and a 12-inch diameter Kinder Morgan petroleum pipeline) paralleling Byron Road between <br /> Byron Road and the railroad tracks.constitutes a recognized environmental condition pursuant to the <br /> ASTM E 1527-00.Although these pipeline easements currently are not indicated as leaking, other historic <br /> petroleum pipelines in the area have been found to Ieak petroleum hydrocarbons, contaminating the <br /> surrounding soil <br /> It is Condor's opinion that the identified petroleum hydrocarbon contamination of soil and groundwater <br /> associated with .thea abandoned oned Shell CVCi elines located on the adjoining properties p P � g p pe rttes constitutes a <br /> recognized environmental condition pursuant to the. ASTM E 1527-00. Petroleum hydrocarbon <br /> contamination has been identified in adjacent Neighborhood E along this pipeline. Investigation and <br /> remediation activities are being conducted by Shell in accordance with the requirements of SJCEHD and <br /> Central Valley Regional Water Quality Control Board, <br /> CONDO <br /> R <br />
