2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Michael Callahan, 468-3000) a. The excavation plan shall be prepared by a Registered Civil Engineer or Land Surveyor and include the following: (1) Detail of access road (first 100 feet from Santa Fe Road shall be paved). (2) A plan of the haul route for County roads. (3) Stockpile area for top soil (no excavation or stockpile shall be allowed within 25 feet of the property boundary or the County planned right-of-way). (4) Public roads shall be kept free from mud, dirt, and gravel resulting from quarry operations. b. All private roads involved in an excavation shall be maintained so as to control dust. c. A video tape of the planned haul route showing conditions of all County roads shall be prepared. The condition of San Joaquin County maintained roads along the haul route shall be reviewed with Public Works prior to the start of excavation. Any proposed changes to the haul route shall require a revision to the conditions of approval. (Development Title Section 9-1415.2) d. Loads on at public roads shall be restriced to legal loads only. (Street and Highway Title Section 10- 2350) e. An encroachment permit shall be required for work within the road right-of-way. (Development Title Sections 9-1145.4 and 9-1145.5) f. The applicant shall construct a 150-foot left-turn pocket for southbound Santa Fe Road at the project access point. g. All improvements shall be in conformance with the current Improvement Standards and Specifications of San Joaquin County. All improvement plans and specifications are subject to plan check and field inspection fees and must be approved by Public Works prior to the issuance of an encroachment permit. (Development Title Section 9-1150.2) h Dedication to result in a 25-foot-wide right-of-way from the centerline of Hall Road to the property line shall be required across the frontage for APN 247-230-09. (Development Title Section 9-1150.5) i A Maintenance Agreement to ensure that all roads designated as haul routes are maintained to a condition acceptable to San Joaquin County shall be executed by the applicant. In lieu of the maintenance agreement, a one-time road maintenance fee or an annualized maintenance fee may be acceptable to the County. Application for either of the in-lieu fees may be made to Public Works. j. The Traffic Impact Mitigation Fee may be required for this development. The fee is due and payable at the time of building permit application. The fee currently is$179.44 per trip-end in the Escalon area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. The number of trip-ends may be determined by a proportion to the length in time of the excavation operation. (Resolution R-96-592) k. Prior to the start of operations, the applicant must obtain coverage under the State National Pollutant Discharge Elimination System (NPDES) General Plan for Discharge of Stormwater associated with industrial activities by fling a Notice of Intent(NOI) to comply with the State Water Resources Control Board and developing a Storm Water Pollution Prevention Plan (SWPPP) (Industrial).
