( "GRI " ) owns and operates a surface mining operation in an unincorporated
area of San Joaquin County ( " County" ) known as the Hendrick Ranch Quarry ( APN : 249050 - 17 )
( " Hendrick Quarry" ) . The Hendrick Quarry is authorized for mining and reclamation under Quarry
Excavation Permit ( PA- 0400250 ) ( " Permit " ) . The County issued the Permit in 2005 , with the
understanding that GRI would commence active material extraction and sales upon the
completion of mining at the nearby GRI Bellino Quarry . The Permit expires on December 31 ,
2029 . ( Condition of Approval No . 1 . a . [ Approved Uses ] . ) Given market demand , GRI does not
anticipate commencing mining at the Hendrick Quarry until 2042 ( upon completion of mining at
the Bellino Quarry ) and will not complete mining until 2054 .
GRI is seeking a time extension to the Permit ( and associated text update to the phasing schedule
of the reclamation plan ) to align the term of the entitlements with the life of remaining permitted
aggregate reserves ( " Project " ) . Specifically, GRI seeks the following changes to the existing
entitlements :
1 . Amendment to Revisions of Approved Actions for Quarry Excavation Application No . PA-
0400250 to extend the permit term by 25 years ( to December 2054 ) . Associated text
change to the Hendrick Quarry Reclamation Plan to update the estimated reclamation
phasing schedule to comport with the requested permit term .
See Attachment A® proposed Changes to Emosting &AItlements for redlined changes to the
existing entitlements to account for the proposed extension of time .
Other than the extension of time , GRI seeks no change to any element of the approved operation
or Permit . The Project would not modify the permitted productions levels , area of mining ,
materials to be mined , or mining methods , and the overall production and processing activities
would be consistent with permitted conditions .
, PROJECT ! •
Aggregate mining and processing sites in California are notoriously difficult to permit and require
significant capital investment to develop . Once a mine site is operational , it is preferential from
an environmental and operational standpoint that the permitted reserves be fully mined to avoid
the cost and environmental impact of developing alternative sources of aggregate to serve a local
Page 1
