' 1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br /> t1.1 Description of site: The project consists of one legal parcel. The subject Assessor's Parcel <br /> Number is 157-253-13. The project is in a residential neighborhood. The parcel is zoned R-L. <br /> ' 1.2 Description of Proposed Development: It is proposed to create two residential lots from the <br /> existing parcel. In accordance with the San Joaquin County Development Title,this Surface and <br /> ' Subsurface Contamination Report(SSCR) is being submitted for approval. This report will investigate <br /> the property for visual or historical environmental contamination based on field observation,interviews <br /> with the owner,and County records. (This SSCR includes no chemical analysis). <br /> t1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). <br /> t1.4 Site Map: (See Appendix for Tentative Map). <br /> 2.0 PAST, PRESENT,AND PROPOSED FUTURE USES OF THIS SITE: <br /> ' 2.1 Discussion of Past,Present,and Proposed Future Uses: The primary source of information of <br /> t the historic use of this property is testimony from the owner, Octavio Medina. Mr. Medina was <br /> interviewed in October,2017. A second interview with Mr. Medina occurred in October, 2018. There <br /> has been no significant changes in the land use between the two interviews. The owner has owned the <br /> ' parcel for 3 years. The land use has not changed significantly under his tenure. It has been a lot with <br /> one residence for approximately fifty years. <br /> ' Presently the property is a single family residence. The surrounding area is single family residential. <br /> 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> ' CONTAMINATION: <br /> 3.1 Methods used to research: Methods used to research this parcel were records researched at the <br /> San Joaquin County Agriculture Commissioners office in October, 2017 (see appendix for results).An <br /> updated record search was not performed since the land use has not changed and it is not an agricultural <br /> use. An onsite survey was performed in October,2017 by Joel Montano of Dillon&Murphy. A second <br /> ' site visit was performed by Joe Murphy of Dillon&Murphy in October,2018. The San Joaquin County <br /> Environmental Health Department's underground storage tank mitigation database list did not yield any <br /> concerns. <br /> ' 3.2 Description of all past on-site potential and/or known above and below ground sources of <br /> contamination identified at the project site: Past on-site potentials for contaminations are low. The <br /> t property has been a residential neighborhood for more than 50 years. Historically there have been no <br /> underground storage tanks. The owner has no knowledge of improper above ground storage of <br /> chemicals on the subject parcel. <br /> ' 1 <br />
