Mr. Kevin Swanson
San Joaquin County Community Development Department
Development Service Division
1810 East Hazelton Ave.
Stockton, CA 95205
November 15, 2007
Re: Application number PA-0700491 (UP)
Dear Mr. Swanson:
This letter is to express our opposition to the use permit application for the raising of pigeon
and processing of pigeon meat filed by Tu Thauh of 126 Rutland Ave., San Francisco, CA
94114 for property owners San N. & Hoang Le Etal. of 610 Adams St., Albany, CA 94706.
The subject property located at the terminus of Hollenbeck Road is currently farmed and the
denial of the use permit would not affect the farming operation. The operation of a pigeon
processing plant would have a significant and adverse effect on our rural lifestyle. We
strongly object to this application.
We moved from the city to our rural home in 1989 and continue to enjoy the rural lifestyle. At
the time of our move, we purposely avoided locations within close proximity of animal
processing facilities. (ie. dairies, turkey, chicken, ect... farms) We smell the dairy which is
located approximately one mile south of our home when the wind is blowing north. Some say
you get used too the stink but we haven't. Thankfully, it's rarely we smell the stink probably
due to the distance and wind direction.
Dairies stink, chicken and turkey farm smell are putrid and the smell of pigeon processing
plants are absolutely ungodly sickening. We're certain, you wouldn't live next to one and we
don't want to either. The property owners are absentee, they live in Albany, the applicant
lives in San Francisco and would not be affected by the horrific smell. And smell is not the
only reason we object. The increase truck traffic will create significant problems.
Hollenbeck Road is a narrow country road. The intersection at Hwy 4 is narrow and blind to
the west. It is currently a dangerous intersection and additional truck traffic would increase
that danger. Further, Hollenbeck Road is not built to handle heavy truck traffic especially in
the winter months. Potholes will develop and we would be directly affected. We often walk or
bike along Hollenbeck Road as do our neighbors, we would be directly and negatively
affected. More importantly is the effect on the environment and the water supply.
