Manure Management Plan (MMP) <br /> Dear Mr. Ngoc-San <br /> The Environmental Health Department (EHD)has reviewed the MMP for the proposed facility <br /> on Hollenbeck Road. The EHD has the following comments. <br /> 1. The manure management plan indicates that the manure will be stored inside a <br /> building. The fly control methods do not include baits or spraying. Revise plan to <br /> include additional control measures. <br /> 2. The Manure Management Plan indicates that the manure will be mixed with leaves <br /> and grass. This is considered composting. Composting operation require a <br /> Notification Tier Permit from the Environmental Health Department(EHD). The <br /> compost operation will require the development of an Odor Impact Management Plan <br /> (OIMP). The permit application and OIMP must be approved prior to site operation. <br /> 3. The Manure Management Plan does not indicate that amount of manure that the <br /> facility is going to generate. Revise to include. <br /> 4. The plan indicates that the compost will be spread on three (3) acres. Provide the <br /> amount of compost to be used(yd/ac). <br /> 5. The Manure Management Plan does not indicate how feed spillage will be minimized <br /> or how the spilled feed will be handled. <br /> 6. The Manure Management Plan indicates that the facility plans to use an incinerator <br /> for the disposal of the mortality. The incinerators used to incinerate chicken carcass <br /> are required to have a two chamber burner. The design proposed does not meet San <br /> Joaquin Valley Air Pollution Control Districts(SJVAPCD) requirements.
