The EHD has the following comments.
1. The manure management plan indicates that the manure will be stored inside a
building. The fly control methods do not include baits or spraying. Revise plan to
include additional control measures.
2. The Manure Management Plan indicates that the manure will be mixed with leaves
and grass. This is considered composting. Composting operation require a
Notification Tier Permit from the Environmental Health Department (EHD). The
compost operation will require the development of an Odor Impact Management Plan
(GIMP). The permit application and OIMP must be approved prior to site operation.
3. The Manure Management Plan does not indicate that amount of manure that the
facility is going to generate. Revise to include.
4. The plan indicates that the compost will be spread on three (3) acres. Provide the
amount of compost to be used (yd/ac).
5. The Manure Management Plan does not indicate how feed spillage will be minimized
or how the spilled feed will be handled.
6. The Manure Management Plan indicates that the facility plans to use an incinerator
for the disposal of the mortality. The incinerators used to incinerate chicken carcass
are required to have a two chamber burner. The design proposed does not meet San
Joaquin Valley Air Pollution Control Districts (SJVAPCD) requirements. Contact
SJVAPCD and gain approval prior to site operations.
If you have any questions regarding this matter you can contact me at (209) 468-0332
Sincerely,
Ro ert McClellon, Program Coordinator RENS
Environmental Health Department
