CONGESTION MANAGEMENT AGENCWSREVIEW <br /> RIPON, <br /> STOCKTON, <br /> TRACY, SJCOG adopted the 2016 Update to the Regional Congestion Management Program (RCMP) <br /> AND (http://www.sicog-rcmp.org/ literature 231152/2016 RCMP Update Adopted Report) on <br /> THE COUNTY OF March 24, 2016). Chapter 6 of the RCMP describes the updated Land Use Analysis Program, <br /> SAN JOAQUIN <br /> including Tier 1 and Tier 2 review/analysis requirements, analysis methods, impact significance <br /> criteria, and mitigation. <br /> SJCOG determined this project may fall under Tier 2 Review based on estimated trip generation <br /> greaterthan 500 total daily trips during an average weekday/Saturday and greater than 125 trips <br /> during an AM/PM commute period. A negative declaration (ND) was proposed per this project <br /> application. On 4/24/17, SJCOG emailed San Joaquin County to request for this ND.San Joaquin <br /> County responded within the same day, indicating this ND will be completed by the end of the <br /> week. TO date,SJCOG has not received this ND. SJCOG requests this document to ensure all <br /> future traffic impacts have been addressed. <br /> AIRPORT LAND USE COMMISION'S REVIEW <br /> This project is not located within any airport influence area;thus, no further action is required at <br /> this time. <br /> SJCOG would like to provide standards and project design conditions that comply with the Airport <br /> Land Use Compatibility Plan as a reference guide. <br /> 1. New land uses that may cause visual, electronic, or increased bird strike hazards to <br /> aircraft in flight shall not be permitted within any airport's influence area. Specific <br /> characteristics to be avoided include: <br /> a. Glare or distracting lights which could be mistaken for airport lights. Reflective <br /> materials are not permitted to be used in structures or signs (excluding traffic <br /> directing signs). <br /> 1lPage <br />
