San Joaquin Valley0 r
AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING~
May 18, 2017
Rick Griffin
County of San Joaquin
Community Development Department
1810 East Hazelton Avenue
Stockton, CA 95205
Project: PA-1700072 (SA)
District CEQA Reference No: 20170475
Dear Mr. Griffin:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the
project referenced above consisting of a site approval application for a 981,430 square
foot warehouse facility located at 20500 South Holly Drive (APN: 212-160-10), in Tracy,
CA. The District offers the following comments:
1) The District's initial review of the project concludes that emissions resulting from
construction and/or operation of the project may exceed the following thresholds of
significance: 10 tons per year of oxides of nitrogen (NOx), 10 tons per year of
reactive organic gases (ROG), or 15 tons per year particulate matter of 10 microns
or less in size (PM10). The District recommends that a more detailed preliminary
review of the project be conducted. The additional environmental review of the
project's potential impact on air quality should consider the following:
1a) Project Emissions should be identified and quantified.
i) Permitted (stationary sources) and non-permitted (mobile sources) sources
should be analyzed separately. Preparation of an Environmental Impact
Report (EIR) is recommended should emissions from either source exceed
the following amounts: 10 tons per year of oxides of nitrogen (NOx), 10 tons
per year of reactive organic gases (ROG), or 15 tons per year particulate
matter of 10 microns or less in size (PM10).
ii) Pre- and post-project emissions should be identified.
1 b) Nuisance Odors should be discussed as to whether the project would create
objectionable odors affecting a substantial number of people.
Seyed Sadredin
Executive OirectorlAir Pollution Control Officer
Northern Region Central Region(Main Office) Southern Region
4800 Enterprise Way 1990 E.Gettysburg Avenue 34946 Flyover Court
Modesto,CA 95356.8718 Fresno,CA 937260244 Bakersfield,CA 93300-9725
Tel:(2091 H7 FAX:(2091 557 647 5 Tel:(55912306000 FAX:(559)230 6061 Tel 661392 5500 FAX 661-392.5585
www.valleyaicorg www,healthyairliving.com
