I. INTRODUCTION <br /> This report issues my findings regarding the Nitrate Loading and Soil Suitability Studies completed <br /> for the subject property and proposed project under examination, located at 9851 East Hutchinson <br /> Road in Manteca, California. The purpose of these Studies is to provide the San Joaquin County <br /> Environmental Health Department(EHD)with information regarding the soil and groundwater in <br /> relation to permeability and nitrate loading potential from the existing on-site wastewater disposal <br /> system that will serve the new walnut hulling/packaging facility. The disposal system (a single <br /> building Men's/Women's Restrooms and filter bed disposal field) is existing because it was <br /> installed prior to the change in land use of the subject property. When the land use changed from <br /> Ag to Ag Processing(basically Ag-private to Ag-public), this change triggered these studies. <br /> These studies comply with San Joaquin County Development Title, Section 9-1105.2(d). Mr. <br /> Chris Van Groningen provided the preliminary information to complete these studies. <br /> Within the text of this Report, Bolded Section (§)numbers are referenced at the beginning of an <br /> applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br /> Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections of the Checklists. <br /> NLS§2.3,SSS§3.1. The subject property is located south of Manteca and east of Ripon. Sewer <br /> facilities from these cities will not expand to this area for several decades, if ever. Domestic water <br /> for the residential structure, and existing and future walnut packing/huller facilities, is provided by <br /> an on-site domestic well located to the north, or behind the Van Groningen residence. Domestic <br /> wastewater disposal for the residential structure and the existing and future commercial walnut <br /> processing facilities are managed by separate on-site septic systems. <br /> SSS§ 1.2. The proposed development is detailed in the Site Approval Application found in <br /> Appendix A. The Site Plan is also found in Appendix A. Currently, the property consists of the <br /> illustrated facility, surrounded by almond and kiwi orchards. The entire subject property is 20 <br /> ams. The project site is a total of seven of the 20 acres. <br /> The following is a summarization of the information collected to complete these studies and fulfill <br /> the requirements of EHD. The existing wastewater system operational parameters are also <br /> discussed within this report to supply additional information to EHD: <br /> • The primary disposal area and the required 100%reserve/replacement/addition areas have been <br /> illustrated on the Commercial Septic System Permit drawn by the contractor, Mr. Mike Fuller of <br /> Mike's Backhoe Service. <br /> • The on-site soils were analyzed for the ability to accept wastewater effluent flows, and to assess <br /> their characteristics within the existing filter bed leachfield area to mitigate nitrate impact. This <br /> was accomplished by soil physical and chemical testing. Physical testing included percolation <br /> testing. Chemical testing included analyses for the constituents that influence nitrate loading. <br /> 1 <br />
