(ADR) is pleased to present this work plan to perform a
subsurface investigation at Sutter Orchard located at 17345 East State Route 88 in San
Joaquin County, California (subject Property; Figure 1). Sutter Orchard is located on the
north side of East State Route 88 in a rural agricultural area of unincorporated San Joaquin
County, near the town of Clements. The tasks describe in this Work Plan include the
collection of subsurface soil samples for laboratory analysis at selected locations in the
vicinity of three former underground storage tank (UST) excavation.
Background
In October 2009, AEI Environmental & Engineering Services (AEI) performed a Phase I
Environmental Site Assessment (ESA) for two non-contiguous parcels of land located in an
unincorporated area of San Joaquin County, of which Sutter Orchards was a part. From a
review of available historical information, it was determined that Sutter Orchards was
utilized for agricultural purposes dating back to at least 1957. The southeastern portion of
the Sutter Orchard parcel was developed with a single-family residence and two
agricultural/barn buildings from at least 1957 through the mid-1970s. Circa 1978, the
current single-family residence and walnut processing/shop buildings were constructed.
From a review of available historical information, it was determined that Sutter Orchard
formerly contained three USTs, including a 1,000-gasoline tank, a 1,000-gallon diesel tank,
and a 1,000-gallon kerosene tank. Two of the USTs (gasoline and diesel) were located
outside the southwest corner of the walnut processing building and that one of the USTs
(kerosene) was located within the northeast corner of the footprint of the walnut processing
building. The USTs were removed from the subject Property in September 2007. Do to the
"AG exempt" status of the USTs, no soil sampling was performed during the removal of the
tanks. Based on the lack of tank removal verification soil sampling, AEI recommended a
subsurface investigation in the vicinity of the three former USTs to determine whether the
subject Property has been impacted by a release form the former tanks.
