Hwy 88 <br /> Clements, CA <br /> We have carefully evaluated your April 17,1992 request concerning the underground storage tank removals <br /> which occurred in August 1989 and November 1990. A brief chronology has been prepared to further <br /> clarify the developments of this site and San Joaquin County Public Health, Environmental Health's <br /> (PHS/EHD) involvement. <br /> 10-10-89 PHS/EHD advised Mr. Huber that the laboratory results from the tank removal had not <br /> been submitted. Following receipt of the results, PHS/EHD staff attempted to contact the <br /> former owner, Mrs. Diets and Mr. Askloff to convey the message that the soil results were <br /> unacceptable due to the method of analysis. <br /> 11.01-89 Mr. Askloff was informed of the unacceptable laboratory preparation method. <br /> Mr. Askloff stated that the property had been sold to a new owner. <br /> 08-01-90 San Joaquin Local Health District was notified by the water company in Clements that an <br /> underground storage tank (UST) was found during site excavation for water main <br /> installation. <br /> 09-04-90 Mr. Askloff discussed site with Donna Heran. He purchased property in 1972 and <br /> operated 3-500 gallon tanks through mid-year 1976. In 1975, Mr. Askloff installed a 2,000 <br /> gallon tank for a total of 4 tanks. The property was leased from 1976-1983 at which time <br /> the property was sold to Joels B. and Shad L Diets. Mr. Askloff carried the note and <br /> deed of trust until 1988 when one of the leasees died. In 1989, property was returned to <br /> Mr. Askloff through foreclosure. <br /> 11-06-90 Fifth UST removed this date: PHS/EHD staff noted slight odor during removal; tank in <br /> very poor condition; obvious holes were evident. <br /> 11-26-90 Soil results from tank removal received and indicated 26 ppm total lead and .0094 ppm of <br /> xylene. Contaminated site information completed by PHS/EHD staff. <br /> 12-14-90 Upon request of Mr. Huber on 12-11-90, PHS/EHD recommended reanalyses of the total <br /> lead and volatile hydrocarbons prior to conducting site assessment. - <br /> 01-04-91 PHS/EHD staff made visit to Lockeford Realty to speak to Mr. Askloff regarding site <br /> status.
