Hwy 88
Clements, CA
San Joaquin County Public Health Services, Environmental Health Division has reviewed the analytical
results of the sod samples taken beneath the four underground storage tanks removed in August 1989
and the underground storage tank removed in November 1990.
The sod samples taken beneath the four underground storage tanks removed on August 28, 1989 were
originally analyzed using Method 3820/GC-PID. This method of analysis was not acceptable. California
Water Labs reanalyzed the sod samples obtained on August 28, 1989 using methods 8020 for Benzene,
Toluene, Ethyl Benzene, and Xylene (BTFJO and GC-FID for Total Petroleum Hydrocarbons as gasoline
(TPHg) on October 3, 1989. According to the 'Leaking Underground Fuel Tank Manual' the holding
time for sod samples is 14 days. Therefore, the October 3, 1989 sample results are not representative of
the soil conditions.
The soil sample taken beneath the tank removed on November 6, 1990 evidenced benzene at .0094 parts
per mullion (ppm) and total lead at 26 ppm.
Further investigation of the site is warranted. It must be demonstrated that the lead existing in the soil
is not soluble and that BTEX and TPH -gasoline are not present at levels that could impact groundwater.
In addition, PHS/7-I-0 is providing you notification that an"Underground Storage Tank Unauthorized
Release (Leak)/Contaminated Site Report' has been filed pursuant to Section 25180.7 of the Health and
Safety Code.
Should you wish to mitigate the contamination documented at your facility, San Joaquin County
PHS/EI D has been designated by the State of California Water Resources Control Board as the local
agency overseeing the investigation of leaking USTs. Contact the PHS/EHD Site Mitigation Unit for
further information regarding this matter at (209) 468-3450.
Jogi Khanna .D., M.P.H.
Health O c
urie A. o-tu7l , REHS, Program Manager
Environmental Health Division
1 ML:Ib
c: Clifford Huber, P.O.
