F <br /> TRODUCTIONort issues my findings regarding the Nitrate Loading Study and Soil Suitability Study for <br /> osed Ice House Industrial Park. These studies were required by the San Joaquin County <br /> Environmental Health Department (EHD) and comply with the San Joaquin County Development <br /> Title, specifically Section 9-1105.2(d). Mr. A. Michael Souza of Souza Realty and Development <br /> is the owner/developer of the project and has provided the preliminary information to complete <br /> these studies. The Site Plan and associated civil engineering information were produced by the <br /> engineering firm of Schack & Company of Tracy, California. <br /> tS§ 1.2 Me project site is adjacent to the east end of the City limits of Tracy on MacArthur <br /> ne-quarter mile south of I I' Street. Currently, the project consistsof the Tracy Cold <br /> Storage commercial facility comprising three_buil�ings on a total or 8.1 �acre� It is proposed to <br /> improve the property in four phases by razing two_existing buildings and constructing new <br /> buildings. This is illustrated on the attached Site Plan Due to this proposed improvement and <br /> expansion, EHD is requiring a new septic system be installed to accommodate the entire project. <br /> The purpose of these Studies was to collect the following information to fulfill EHD requirements <br /> and specify septic system operational parameters for the new on-site domestic wastewater system: <br /> • Conduct soil physical and chemical testing for determination of the following: Physical <br /> testing included`pefcola—t on testing, standard penetration testing, and particle size analysis <br /> of the soil characteristics underlying the disposal area. Chemical testing included analyses <br /> for constituents that influenc"itrate loading. <br /> • To analyze the capacity of the indigenous soils to accept the anticipated wastewater flows, <br /> assess the characteristics of the soil to mitigate nitrate impact, and formulate operational <br /> parameters and design specifications to achieve the two goals of proper wastewater <br /> management and nitrate mitigation for the proposed filter bed disposal field. This was <br /> accomplished by the referenced testing, physical/chemical analyses and operational <br /> parameters incorporated into the design of the wastewater disposal system. <br /> • Analysis of the water table underlying the following: 1.) Proposed filter bed area to <br /> establish a baseline nitrate concentration, 2.) The existing leachfield that has served the <br /> Tracy Cold Storage facility for several decades, and 3.) The groundwater where a 100% <br /> reserve leachfield area was initially considered to be located, at the beginning of these <br /> studies. During the course of the testing and calculations, it was subsequently determined <br /> that the 100%reserve area could be situated directly northwest of the primary filter bed <br /> leachfield. Therefore, this initial reserve area to be in the southeast comer of the facility <br /> will now be used to store water tanks for fire suppression. Additionally, mounding <br /> potential was estimated under the primary filter bed to ensure sufficient treatment distance <br /> between the soil/effluent interface and the highest anticipated depth to groundwater. <br /> • Although wastewater flows emanating from the completed project are unknown, average <br /> daily flow volumes were formulated using all available parameters acceptable to EHD. <br /> 1 <br /> Chesney Consulting <br />
