CONDITION NO. 7 Plant operations shall normally be carried on during the hours from 5: 00 a.m. and 9: 00 p.m. , except during periods of declared national, state or county emergency. Said hours shall be based on either Pacific Standard Time or Pacific Daylight Time, whichever is legally in effect. Normal operating hours may be extended where the Community Development Director has determined that the extended hours of operation are necessary to meet a specific need to operate for extended hours for specific projects; i.e. , a highway project where night paving or other construction is either specified or where night paving or other construction can be done more safely, a paving construction project which requires work during extended operating hours , or the installation of a gravel pack well requiring 24-hour delivery of gravel. Any request for extended operations shall be made in the form of a written request submitted to the Community Development Director requesting the extended hours of operation. The request shall state the reason for the extended hours of operation and, if applicable, shall be accompanied by a copy of bid specifications, contract terms, or other similar applicable documents. The request shall also include the hours of extended operation and the day the extended operations are to commence and terminate. The Community Development Director shall either approve or disapprove the request within three business days following the day on which the request is filed. If approved, the Director may impose conditions on the extended hours which are appropriate to reduce disturbance to the public or residents in the area of the quarry. Notices shall be sent to property owners in the area, and the applicant shall reimburse the Community Development Department for associated costs. TEICHERT. 4/TXTTHT
