Development Committee FROM: Leanne Mueller, Associate Planner SUBJECT: REVISION OF APPROVED ACTIONS FOR QX-84-10 OF TEICHERT LAND COMPANY The applicant has submitted the above referenced Revision of Approved Actions application for an approved Quarry Excavation permit. The request is to change Condition of Approval 15 to extend the time frame for the reclamation of the Traina West site by approximately 10 years. Reclamation will begin at the Flintkote site. Rinse water going to the Flintkote site will be diverted to the Traina West site and used until mining has been completed. The project site is located on the east side of Tracy Boulevard, 1200 feet south of Linne Road, Tracy. The application is scheduled to be heard by the Planning Commission on May 16, 2002. The Community Development Department has reviewed the proposed Revision of Approved Actions and will be recommending that it be approved. The revised condition will read as follows: The rehabilitation of each phase shall be completed, in conformance with the rehabilitation plan, within two (2) years of the completion of the extraction portion of that phase. Rehabilitation shall be completed as soon as feasible. The schedule for rehabilitation will be a part of the approval of the excavation. It will define each phase of the excavation. The phases may be based on the sequence in which individual areas are to be excavated and rehabilitated, or on the sequence in which various operations are to be carried out in each area during each phase. The cost of rehabilitation shall be determined for each phase in order to determine the amount of performance guarantee. Rehabilitation of parcels 253-120-14,27, known as the Traina West parcel may be deferred while the Traina West parcel is used for the storage and filtering of water from the Tracy Rock Plant(parcels 253-120-46 12 &47). Rehabilitation of the Traina West parcel shall be completed within two years of the time the Traina West parcel is no longer used for the storage and filtration of water from the Plant and prior to 12 years from the approval of the Revision of Approved Actions.
