Tracy Rock Plant General Plan & Zoning: Teichert has conducted aggregate processing <br /> operations at the Tracy Rock Plant site since the 1950's. According to the provisions of the 2010 <br /> General Plan, Tracy Rock's General Plan designation is OS/RC (Open Space/Resource <br /> Conservation)with consistent implementing zones of AG-40 (General Agriculture, 40-acre <br /> minimum parcel size) and I-G(General Industrial). The Development Title indicates that a <br /> quarry is permitted in these zones subject to securing an approved Quarry Excavation Permit, <br /> which occurred on May 24, 1984. The Board of Zoning approved EP-84-10 subject to the <br /> conditions included in the attached Permit EP-84-10. <br /> Project Description <br /> Timeline Revision to: Excavation Permit No. EP-84-10 <br /> Revision to Condition of Approval: #15, which reads as follows: <br /> "The rehabilitation of each phase shall be completed, in conformance <br /> with the rehabilitation plan, within two years of completion of the <br /> extraction portion of that phase. Rehabilitation shall be completed <br /> as soon as feasible. The schedule for rehabilitation will be a part of the <br /> approval of the excavation. It will define each phase of the excavation. <br /> The phases may be based on the sequence in which individual areas are <br /> to be excavated and rehabilitated, or on the sequence in which various <br /> operations are to be carried out on each area of the excavation. In either <br /> case, the rehabilitation schedule shall clearly state the operations to be <br /> carried out in each area during each phase. The cost of rehabilitation <br /> shall be determined for each phase in order to determine the amount of <br /> the performance guarantee." <br /> Description of Proposed Revisions: <br /> Teichert is requesting a modification to adjust one property's (Trains West)reclamation to <br /> reflect operational realities.No change to the end use is proposed. As already approved,the <br /> property will return to grazing. As the attached exhibits (TW-2 & TW2A) illustrate, the end <br /> appearance will reflect two compatible floors. The southern edge(17-acres)will be returned to <br /> grade with the second floor being below grade. In addition,the timing of reclamation will be <br /> modified to allow for continued Tracy Rock Plant operations. Specifically, it is requested that <br /> Condition 15 be amended by adding to the end of the Condition the following: <br /> Rehabilitation of the Traina West parcel which is shown on the attached <br /> drawing entitled"Tracy Rock Plant San Joaquin County"may be <br /> deferred so long as the Traina West parcel is used for the storage and <br /> filtering of water from the Plant so as to generate clean water which can <br /> be reused in the Plant. Plant as used herein means the actual Tracy <br /> Rock Plant site as shown on the attached drawing entitled"Tracy Rock <br /> Plant San Joaquin County." Rehabilitation of the Traina West parcel <br /> shall be completed within two years of the time the Traina West parcel <br /> 2 <br /> 337738-4 <br />
