reclamation schedule, Tracy Rock's processing facilities could have to terminate operations or <br /> reduce production, therefore, mining at Pereira would be impacted, if not prevented, and a local <br /> supply of materials constrained. A valuable community resource would be lost or greatly <br /> restricted. The site is designated as a regionally significant deposit of mineral resources and is <br /> not designated as prime farmland. Site activities will be consistent with the May 24, 1984 <br /> approved conditions; upon completion of usage Trains West will be left in a condition which <br /> will allow its reuse. (Please see exhibits TW-2 and Tw-2A depicting the two reclaimed <br /> floors/pads.) <br /> Adjusted Timeline <br /> This revision request seeks only to defer reclaiming Traina West for approximately ten years. <br /> Reclamation remains the same,just delayed. The reclamation plan requires the Traina West area <br /> lands to be returned to grazing (reflecting the property's limited topsoil). The financial <br /> assurance guaranteeing reclamation is currently$728,000. If the County desires, the surety bond <br /> amount could be adjusted to reflect this augmenting use of Traina West. Staff could confer with <br /> Resource Design Technology, Inc. (James A. Canger), the firm contracted by Public Works to <br /> conduct annual SMARA inspections. <br /> Teichert is confident of a successful outcome with this modified reclamation schedule. The re- <br /> routing of operational silts and pond placement will yield a higher floor elevation at Trains West. <br /> The increased volume of fill will be positioned to eliminate the existing mined floor's uneven <br /> topography due to uneven gravel strata. Please see attached exhibits TW-1, TW-3, and TW-3A. <br /> The Plant Manager will coordinate the reclamation of Traina West with the assistance of <br /> Teichert's Agricultural Manager,Project Engineer and Land Maintenance staff. In the interim <br /> the County will observe the same type of reclamation activity(project) at Flintkote. <br /> Teichert looks forward to the successful release of all financial assurances. Rose and <br /> Mitchell-Sexton exemplify our commitment to this process. <br /> Conclusion: <br /> Teichert Aggregates respectfully requests that the Planing Commission approve the requested <br /> Revisions of Approved Action by adding the requested language to Condition 15 of Excavation <br /> Permit No. EP-84-10. Please note that the Tracy Rock site and Pereira are recognized by the <br /> State of California as regionally significant for their aggregate content. The proposed revision to <br /> the adopted Conditions of Approval will not adversely affect the permitted outcome. <br /> Traina West will be returned to agricultural use following reclamation. The site's agricultural <br /> viability will be improved, as will the visual landscape. Approximately 17 acres will be returned <br /> to grade with the second floor(22.3 acres) being approximately 30-feet below grade reflecting <br /> the addition of silts, overburden and stockpiled topsoil. As a final point, the proposed change is <br /> not a detriment to public health, safety or welfare, since the revision to Condition#15 will not <br /> alter any of the project's adopted environmental mitigation measures or other Conditions of <br /> Approval. <br /> 4 <br /> 337738-4 <br />
