I. INTRODUCTION <br /> Setting <br /> Teichert Aggregates currently operates an aggregate mining and processing facility on <br /> MacArthur Drive in San Joaquin County, California south of Tracy (see Figure 1). As shown <br /> in Figure 2, the aggregate mining pit is located east of MacArthur Drive while the processing <br /> facility is located west of MacArthur Drive. MacArthur Drive is a two-lane rural roadway that <br /> _ terminates approximately three miles south of Linne Road. Travel lanes are 11-12 feet wide <br /> with no shoulders. <br /> Aggregate materials are currently transported across MacArthur Drive about one-half mile <br /> south of Linne Road. Field observations indicate that the existing operation provides for the <br /> safe crossing of aggregate equipment across MacArthur Drive about once per minute. A <br /> flagman is stationed at the crossing and stops the aggregate moving equipment when vehicles <br /> on MacArthur Drive are approaching. Two signs are located in both directions of MacArthur <br /> Drive to advise motorists of the crossing. One sign in each direction reads "SLOW <br /> EQUIPMENT CROSSING", while the other features a flashing orange light. <br /> Traffic counts were conducted on MacArthur Drive on Wednesday, September 11 and <br /> ' Thursday, September 12.
