II. TRANSPORTATION IMPACT ANALYSIS SUMMARY
An analysis of the proposed crossing and traffic control plan is summarized in the following
discussion. The results are presented in the checklist question format of the California
Environmental Quality Act(CEQA).
Would the proposed project result in:
a)Increased vehicle trips or traffic congestion?
Teichert Aggregates does not intend to increase aggregate production and processing activities
in association with the proposed project. Thus, the project is not expected to result in
increased vehicle trips. Since the TCP does not propose to meter or delay traffic on
MacArthur Drive, the project is not expected to result in increased traffic congestion.
b) Hazards to safety from design features (e.g. sharp curves or dangerous intersections) or
incompatible uses (e.g.farm equipment)?
The proposed project is not expected to result in serious safety hazards with the
implementation of the proposed TCP. No changes in design features are proposed, nor are
incompatible uses anticipated as a result of this project.
c)Inadequate emergency access or access to nearby uses?
The proposed project would not limit emergency access or access to nearby uses. Travel on
MacArthur Drive will not be affected by the relocation of the crossing.
d)Insufficient parking capacity on-site or off-site?
Since there is no demand for parking in the vicinity of the proposed crossing, the issue of
insufficient parking capacity is not applicable to this project.
e)Hazards or barriers for pedestrians and bicyclists?
The proposed project is not expected to create barriers to pedestrian and bicycle travel in the
area. Due to the rural land uses in the area, the lack of usable shoulders, and the termination
of MacArthur Drive three miles south of Linne Road, bicycle and pedestrian activity in the area
is limited.
7
