Based on this <br /> project's large size and the anticipated increase in truck traffic, it appears likely that this <br /> operation would exceed the District's interim threshold for significant impact for oxides <br /> of nitrogen (NOx) and possibly other pollutants. The District recommends that an air <br /> quality impact analysis be required to more accurately quantify all sources of emissions <br /> from the project and to identify feasible mitigation measures to reduce impacts. For the <br /> purposes of this analysis, emissions generated by direct sources (plant operation) and <br /> indirect sources (project related traffic) can be reported separately. The District will <br /> take into consideration the source of emissions and any mitigating factors when <br /> determining the significance of emissions generated by this facility. The District is <br /> available to provide emission factors and other information needed to prepare a <br /> complete impact analysis. <br /> Projects of this type can generate emission from the movement of soil, use of <br /> construction equipment, bulk materials handling, asphalt paving and other related <br /> activities. <br /> This project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The <br /> purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10) <br /> entrained into the ambient air from man-made sources. Specifically, the Rules within <br /> Regulation VIII that apply to this project are: Rule 8010 (Administrative Requirements), <br /> and Rule 8020 (Construction, Demolition, Excavation, and Extraction Activities). <br /> David L.
