Analysis <br /> Proiect Description <br /> The property is located south of Linne Road on the east side of MacArthur Drive, just south of the existing <br /> Rose Pit. The application is for a surface mining permit to excavate sand and gravel. The excavation will <br /> take place on approximately 147 acres of the 157-acre site, in two phases, over a six-year period. It is <br /> estimated that 7,600,000 cubic yards of sand and gravel will be excavated from the site during this period. <br /> The depth of excavation ranges from 31 to 62 feet from the existing ground surface. The site is known <br /> as the Traina property, which has a General Plan designation of Open Space/Resource Conservation <br /> (OS/RC) and is zoned General Agriculture, 40-acre minimum parcel size (AG-40). <br /> General Plan/Zoning/Williamson Act <br /> The General Plan designation for the site is Open Space/Resource Conservation (OS/RC) because it <br /> contains significant mineral resources in the form of sand and gravel reserves. The proposal is consistent <br /> with the County's General Plan Objectives and Policies regarding Extractive Resources. The zone is <br /> General Agriculture, 40-acre minimum parcel size (AG-40). The project site is not in a Williamson Act <br /> Contract. <br /> Water Resources <br /> The excavation will occur to a maximum depth of 62 feet. Ground water was detected at a depth of 62 <br /> feet in Test Boring B-2, which was drilled in the southeast corner of the property. However, ground water <br /> was not detected in any of the other borings drilled on the site to a depth of 75 feet. Therefore, the <br /> ground water detected appears to be a localized perched water zone. <br /> The plans indicate that there is a drainage course that runs along the southern boundary of the site. This <br /> drainage course has been identified as Corral Hollow Creek. The recommended Conditions of Approval <br /> require that a minimum 100-foot setback be established from the centerline of the creek to the top of the <br /> cut slope. <br /> Geotechnical/Soils <br /> A Soils Evaluation and Reclamation Plan report was prepared by Dellavalle Laboratory, Inc., and submitted <br /> as part of the application. The report identified the following soil types on the Traina property: Capay <br /> series, EI Solijo series, Vernalis series, Zacharias series, and Xeroflurents. Eighty-five percent of the site <br /> has been identified as prime soils, while 15 percent of the site has been identified as nonprime soils. <br /> During the excavation, the topsoil will be shipped off and stockpiled. The topsoil will be replaced during <br /> the excavation process. <br /> The site will be excavated to depths ranging from 31 to 62 feet. The site will be reclaimed to a finished <br /> elevation approximately 28 feet below the existing ground surface. The applicant proposes to excavate <br /> the side slopes at a rate of 1.5 horizontal to 1 vertical. The proposed finished, reclaimed slopes are <br /> proposed to be 2 horizontal to 1 vertical. A Report of Slope Stability Analysis was prepared by <br /> Kleinfelder, Inc., and submitted with the application materials.
