Best Available Control Technology(BACT) <br /> I. BACT Applicability <br /> BACT requirements are triggered on a pollutant-by-pollutant basis and on an emissions <br /> unit-by-emissions unit basis for the fblkm ge: <br /> (a)Any new emissions unit with a Potential to Emit exceeding two pounds in any one day, <br /> (b) The relocation from one Stationary Soume to another of an existing emissions unit with <br /> a potential to emit exceeding two pounds in any one day, and <br /> (c) Modifications to an exk tg emissions unit with a valid Permit to Operate resulting in an <br /> Adjusted Increase In Permitted Emissions (AIPE)exceeding two pounds per day, <br /> and/or <br /> (d)Any new or modified emissions unit, in a stationary source project, which results in a <br /> Major Modification. <br /> As shown in Section I of this document, no emissions units are being relocated from <br /> one stationary source to another. As shown in Section Vii.D.5 of this document, the <br /> proposed project does not result in a major modification. <br /> C nine: <br /> As shown in Section VII.C.2 of this document, PE2 for the engine exceeds 2.0 Ib/day for <br /> NOx and VOC. PE2 does not exceed 2.0 lb/day for any other affected pollutant from the <br /> flare or the engine. Therefore, BACT is triggered for the engine for NO.and VOC. <br /> Flare: <br /> As shown in Section VII.C.2 of this document, PE2 for the flare is less than or equal to <br /> 2.0 lb/day for each pollutant. BACT is not triggered for the flare for any pollutant. <br /> Almond Proces Wg Eaulnment: <br /> As shown in Section VII.C.2, there are no changes in the emission factors or potential <br /> emissions for units 1-6, 2-7, and 6-1 for any affected pollutant. Since PE1 = PE2 for <br /> each unit, and EF1 = EF2 for each unit,the adjusted increase in permitted emissions <br /> (as defined in Section 4.3 of the rule) is zero. BACT is not required for these units for <br /> any affected pollutant. <br /> 2. BACT Guideline <br /> The engine is not covered by any existing BACT Guideline, since Guideline 3.3.12 <br /> applies to fossil fuel-fired IC engines and Guideline 3.3.13 applies to IC engines fueled <br /> with waste gas, which it narrowly defines as coming from wastewater digesters and <br /> landfills.
