Source Testing <br /> Pursuant to District Policy APR-1705, Source Testing Frequency, for sources subject to <br /> specific source testing requirements in applicable prohibitory rules, the source testing <br /> requirements of APR-1705 do not apply.An exception would be if source testing is <br /> necessary to demonstrate compliance with the BACT requirements but not required by <br /> the applicable prohibitory rule. The engine is subject to District Rule 4702, lntemal <br /> Combustion Engines—Phase 2, while the flare Is potentially subject to District Rule <br /> 4311, Flares. These prohibitory rules contain source testing requirements for NOx, <br /> VOC, and CO emissions. In addition, the gasification process is subject to District Rule <br /> 4203, Particulate Matter Emissions from incinerefion of Combustible Refuse, which <br /> requires testing to demonstrate compliance with the particulate matter emission Ilmit. <br /> This test for particulate matter emissions will be conducted at startup to validate the <br /> PM10 emission limit and ensure calculations to demonstrate compliance with the PM10 <br /> SLC will be valid. The specific source testing requirements will be discussed in the <br /> portions of this document devoted to those prohibitory rules. <br /> 2. Monitoring <br /> The proposed new emissions units are subject to specific prohibitory rules, Rule 4702 <br /> and 4311, which will govem monitoring requirements for those units.
