Project Description <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. MacArthur Drive, TracX California 95377 <br /> Wood waste separated from the commercial and industrial waste stream — much <br /> of it as construction and demolition debris — is stored at the site. Once sufficient <br /> amounts have been accumulated to allow for economically-efficient processing, <br /> the wood is chipped/ground and transferred off site for use as biomass fuel for <br /> power generation. <br /> Over the years, the following operations have been incrementally added to <br /> encourage additional recycling activities on-site and to meet new state mandates <br /> on programs and landfill bans. <br /> Processing of cannery wastes <br /> Storage of glass in outdoor bunkers <br /> • Storage and processing of inert materials ! <br /> • Storage and processing of construction and demolition materials up to <br /> 175 TPD <br /> • Storage and processing of appliances <br /> Storage of universal wastes J <br /> a: <br /> • Storage of electronic wastes <br /> • Modifications of the yard waste composting area <br /> • Modifications of the wood waste processing area <br /> • Building Addition for storage and baling of source-separated fibers <br /> L/ • Review of drainage facilities <br /> Enhanced Diversion Plan <br /> The proposed project is to expand the MRF/TS to accommodate the 20 year <br /> I growth of the City of Tracy and the surrounding communities. The City of Tracy <br /> has adopted an enhanced 2005 Diversion Plan requesting additional recycling <br /> services to be conducted at the MRF/TS. <br /> The City of Tracy, like most cities throughout California, is mandated by the <br /> Integrated Waste Management Act of 1989, found in California Public Resources <br /> Code sections 40000 et seq. (the Act), to prepare plans for achieving a minimum <br /> fifty percent diversion goal. The City's diversion goal has been met, and is at <br /> sixty percent (60%) as of the 2003 records. The City prepared a Source <br /> Reduction and Recycling Element (SRRE), which was approved by the City <br /> Council in 1994 (Resolution No. 94-411) and by the CIWMB in 1995. The SRRE <br /> presented a "plan" which identified numerous programs selected by the City to <br /> achieve the fifty percent goal. The CIWMB assesses the City's compliance with <br /> the Act annually, based upon implementation of the programs identified in the <br /> SRRE. i <br /> The City reports to the CIWMB annually on its compliance progress, and the <br /> City's diversion rate is recorded as sixty percent.
