R <br /> Project Description — Report of Composting Site Information ? <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> Compost Leachate Management System <br /> The Composting Facility has been designed with a conservative system to collect all storm <br /> water run-off from the compost pad and compost leachate generated from the composting <br /> operation. The Compost Leachate Management System exceeds all regulatory 1� <br /> requirements, and consists of a compost pad liner(Section 4.1.2), a compost leachate <br /> collection and removal system (Section 4.3.2), and an evaporation pond equipped With a <br /> clay liner with a permeability of 1x10"& cm/sec (Section 4.2.2, Section 4.1.3). .i <br /> Compost Leachate Generation <br /> A conservative approach was used to perform the compost leachate generation study by <br /> assuming 100 percent of the rainfall on the compost pad was captured by the collection <br /> system and transported to the evaporation pond. To estimate the required capacity of the <br /> evaporation pond, a compost leachate generation analysis was done for a 900-yea'rl24- <br /> hour storm event. <br /> F <br /> Compost Leachate Collection And Removal System <br /> Storm water and compost leachate runoff from the compost pad will drain to an on-site <br /> clay-lined evaporation pond. As required by the Draft Composting Facilities Permitting <br /> Procedures and Enforcement (Title 14, CCR, Chapter 3.1), the compost pad storm)water <br /> and compost leachate collection system will be designed to control a 25 year/24 hour <br /> rainstorm event. The compost leachate collection system will consist of a concrete,lined <br /> drainage ditch transporting compost leachate and storm water from the compost pad into <br /> to the evaporation pond. In accordance with the requirements of the Draft Composting <br /> Facilities Permitting Procedures and Enforcement(Title 14, CCR, Chapter 3.1), the <br /> compost leachate management system has been designed to recycle the collected <br /> compost leachate back to the compost processing area or to evaporate the compost <br /> leachate. <br /> Storm Water Drainage Control ! <br /> The surface water hydrologic analysis for the Tracy Materials and Recovery Facility was <br /> conducted to develop the layout for the storm drainage facilities and sizing them for the <br /> highest flow resulting from a 10-hour frequency precipitation event. The surface water <br /> hydrology study was conducted using both the Rational Method and computer modeling <br /> using Haestad Methods programs FLOWMASTER 1; Quick TR-55, Hydrology for shall <br /> Watersheds; and POND-2, Detention Pond Design and Analysis. Figure 7, Preliminary <br /> Grading and Drainage Plan depicts the on-site storm water drainage control system. <br /> i <br /> Storm water runoff from all areas except the compost pad will drain to an on-site retention <br /> pond. Runoff will be collected via surface swales and ditches and an underground storm <br /> drainage system. The site storm drainage system will be designed for the 10-year/24-hour <br /> rainstorm event (San Joaquin County Storm Drainage Design Standards), except for the <br /> drainage system collecting potential run-off from the composting pad which, as requred by <br /> the CIWMB Draft Composting Facilities Permitting Procedures and Enforcement(Title 14, <br /> CCR, Chapter 3.1), will be designed for a 25 year/24-hour storm event. The retention <br /> pond will be sized to contain 200 percent of the computed volume of runoff from the 10 <br /> year/24-hour rainstorm event.
