Project Description — Report of Composting Site Information
Tracy Material Recovery Facility and Transfer Station
30703 S. Mac4rthur Drive, Tracy, California 95377
r Technology Application Section 3
Pile, enclosed aerated static ("CTI SystemTM ")
The enclosed vessel composting system operated by the TMR/TS and CF for
processing mixed solid waste, pre and post-consumer food material and green material
is designed and distributed by Compost Technologies Inc. (CTI). The CTI SystemT11
provides a method to aerobically decompose organic waste through aeration,
compaction, and continual percolation of moisture. The collapsible, portable bag
system produces beneficial soil amendments and fertilizers. All methods and
procedures used by The TMRITS and CF shall be pursuant to manufacturer's
specifications.
b. A descriptive statement of the operations conducted at the facility
• Feedstocks
The feedstock material for the existing enclosed vessel system consists of pre and
post-consumer food wastes from residential, commercial and industrial sectors
mixed with a bulking additive to provide porosity in bags that are 12 feet wide and
185 feet long. Non-compostable materials removed from accepted loads of
feedstock material will be handled as previously described. This will aid in reducing
the overall residual percentage generated through the in-vessel composting method.
0 Load.Checking and Process Liquids
The food waste will be mixed with the bulking agent (green materials and wood
chips) and process liquid added to achieve the desired moisture content. The
process liquid will be absorbed as all the materials are combined. The combination
of these waste streams will then be placed into the CTI System TM bag. The process
liquids are both desirable and needed for the CTI SystemTM. if necessary, additional
green material or wood chip material may be used to absorb free liquids. This green
material or wood chip material would then
be introduced as feedstock into the mixer
for bagging in the CTI System TM. Areas where waste accumulate will
gg 9 Y s be cleaned to
control odors, rodent attraction, or fly breeding.
• Odor Control
Operational practices will be key contributors to effective odor control. Thorough
inspections of incoming loads coupled with prompt blending of yard and organic
wastes, plus rapid movement of feedstock from the CTI feedstock processing/mixing i
area into the fully enclosed composting bags are all essential operating steps.
rnrmoperations,
Unde o al wastes will be processed Into bags within 48 hours of
receipt. k
i
38
Edgar&Associates,Inc.
