SOLID WASTE *CILITY PERMIT acillty Number: . 39-AA-0024 ,.7. Local Enforcement Agency(LEA)Conditions: A) This facility shall comply with all terms and conditions of this permit B) The design and operation of this facility must comply with all applicable federal,state,and local regulations and a ir=C its inchrding all mitigation measures given'm any certified=vmwmtal document 21031.6. filed pirsumt to Public Resource Code,Section, C) The design and operation of this facility must comply with all applicable state nininmrm standards for solid waste handling and disposal_ D) Household hazardous waste shall be handled in a manner approved by the LEA. E) This permit is subject to review by the LEA and may be modified,suspended,or revoked for sufficient cause following a hearing. The facility must conform to the Report of Facility Infomzatiau(RFI)dated December of 1993 and the Addendum to the RFI dated September 1996. G) The LEA reserves the right to suspend or modify waste receiving operations when deemed necessary due to an emergency,and actual or potential health hazard,or creation of a public nuisapce. Any change that would cause the design or operation of this facility not to,conform to the terms and conditions of the permit is prohibited. Such a change would be considered a significant char V requning a permit revision. In no case shall the operator implement any change without first submitting a written notice of the proposed change to the LEA at least 124 days in advance of that change. 1) Safety equipment shall be provided for all employees and workers at the station. J) This facility const comply with conditions of approval for the land use penbit UP-9344 and Site Approval SAA6-3g. K) The material recovery facility shall recover for cense or recycling at least 15%of the total volume of material received by the facility pursuant to PRC 50000 9&X4). L) All waste and transfer ; handling operations shall take place within the tn►ndfer building except for wood and yard waste composting operations end the eahnery waste operations- M) Personnel working with the load screening program,shall be trained to recognize hazardous wastes. All employees shalt be provided with personal protective safety equipment N) An approved hazardous mata'W storage locker shall be provided at the facility for storage of hazardous wastes discovered as a result of load screening and processing. O) Specific operational standards which this site must meet are as follows: 1) Litter must be controlled at all times on site. 2) The windrows willbe turned as frequently as necessary to prevent anaerobic degradation and migration of tmpleasant odors.
