Any mitigation monitoring done by the Community Development Department shall be done on a time and materials basis paid for by the applicant. 2 AIR POLLUTION CONTROL DISTRICT: a A PM10 Dust Prevention and Control Plan shall be prepared that includes the dust control measures specified in Chapter 4.7, Mitigation 4.7-1, of the Final EIR. b. A Standard Operating Procedure (SOP)shall be developed to address the elimination of the generation and emission of odors as much as possible. The SOP shall include measures to allow for the shortest possible holding time of waste brought to the facility. as well as contingency measures in the event of excess odor generation and/or nuisance complaint.
