Development Title Section 9-1015.9 states that the parking requirement may be modified by the Director in <br /> cases in which due to the unusual nature of the establishment or development proposal submitted for it, the <br /> requirement set forth herein may be considered insufficient or excessive. A letter was submitted by the <br /> applicant requesting a modification stating, <br /> "Due to the nature of the operation the amount of parking spaces required would be excessive. <br /> The facility operates in shifts and there would only be approximately 60 employees on site at any <br /> one time." <br /> The Community Development Department has reviewed the proposed request and has determined that the <br /> proposed total of 154 spaces would be more than sufficient for this project. <br /> Development Title Section 9-1015.5(e)states that all parking spaces, driveways and maneuvering areas <br /> shall be surfaced and permanently maintained with asphalt concrete or portland cement concrete to provide <br /> a durable dust free surface. Ingress and egress areas that connect to a paved road or highway shall also be <br /> surfaced and permanently maintained with asphalt concrete or portland cement concrete. The applicant <br /> states that all maneuvering areas, tipping lanes, parking lots, the compost facility and the C&D/Inert <br /> Processing Facility operations area will be paved with asphalt concrete or concrete. <br /> Odor <br /> The site is located within a reclaimed excavated pit that is 30-40 feet in depth and away from most sensitive <br /> receptors.The initial study prepared for this project found that the proposed expansion project could emit <br /> noxious odors that could have a potentially significant impact to the surrounding properties. The following <br /> mitigation measures were developed to reduce the potentially significant impacts to less than significant: <br /> 1. Operator is to maintain an updated Odor Impact Minimization Plan (OIMP)with the San Joaquin <br /> County Environmental Health Department. <br /> 2. Compost feedstock shall be processed within 7 days of receipt, and commercial food waste shall be <br /> processed within 48 hours of receipt. <br /> 3. Commercial food waste composted on-site shall use the covered aerated static pile systems that <br /> encompasses the compost feedstock and forces air through a bio-filter to minimize odor generation. <br /> 4. Compost operations shall occur on a paved surface to minimize ponding and anaerobic conditions <br /> that could generate odors; and Compost windrow shall not be turned when winds exceed 25 miles <br /> per hour to minimize odor generation. <br /> These mitigation measures will be included as Conditions of Approval and in the Mitigation Monitoring Plan. <br /> Transportation/Traffic <br /> Due to the increase in traffic from the proposed expansion project the Department of Public Works required a <br /> Traffic Impact Analysis be prepared to determine traffic impacts on the level of service for MacArthur Road, <br /> Linne Road/MacArthur Road; Linne Road/Chrisman Road; Linne Road/Corral Hollow Road; and Linne <br /> Road/Tracy Boulevard. MRO Engineers submitted the Final Traffic Impact Analysis to the Public Works <br /> Department on December 17, 2008. The analysis and the Public Works Transportation Division determined <br /> that any impacts to existing levels of service from the proposed expansion project would be less than <br /> significant therefore no mitigation was required. <br /> San Joaquin County PA-0800005\Tracy Material Recovery <br /> Community Development Page 4 <br />
