The EHD will need more information on additional reasonable measures to minimize <br /> odors, including feedstock characteristics and quality, and GIMP. <br /> v) The phased approach to this project does allow the facility to incrementally increase the capacity <br /> of the facility. The first phase of the project appears to be suitable for the size of the facility. The <br /> Environmental Health Department(EHD)has concerns regarding the second phase of the <br /> proposed project. Prior to implementing the second phase of the proposed project the proponent <br /> must conduct an operational analysis based on real time conditions at the site. Based on the <br /> review of the operational analysis the EHD may require additional equipment, quelling lanes and <br /> changes to onsite traffic patterns to insure safe operation of the facility, prior to the approval of <br /> Phase II. The operational analysis must be approved by the EHD 180 days prior to making <br /> application for a revised Solid Waste Facility Permit. <br /> 4) SAN JOAQUIN COUNCIL OF GOVERNMENTS(Staff Contact: Steve Mayo, (209)235-0600) <br /> a) This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP)and is located within the unmapped land use area. Per requirements of the <br /> SJMSCP, unmapped projects are subject to case-by-case review. Please contact the Council of <br /> Governments staff regarding the scheduling of a SJMSCP biologist to perform a pre-construction <br /> survey and any other mitigation measures. The pre-construction survey must be completed prior to <br /> any ground disturbance. This can be a 90-day process and it is recommended that the project <br /> applicant contact SJMSCP staff as early as possible. <br /> 5) AIRPORT LAND USE COMMISSION(Staff Contact: Laura Brunn, (209)-235-0600) <br /> a) New land uses that may cause visual,electronic,or increased bird strike hazards to aircraft in flight <br /> shall not be permitted within any airport's influence area; <br /> b) Glare or distracting lights which could be mistaken for airport lights, reflective materials are not <br /> permitted to be used in structures or signs(excluding traffic directional signs); <br /> c) Sources of dust, steam,or smoke which may impair pilot visibility; <br /> d) Sources of electrical interference with aircraft communications or navigation. No transmissions which <br /> would interfere with aircraft radio communications or navigational signals are permitted; <br /> e) Any proposed use, especially landfills and certain agricultural uses, that create an increased <br /> attraction for large flocks of birds; and <br /> f) The project sponsor shall abide by the applicable Airport Land Use Plan for Tracy Municipal <br /> Airport and the Federal Airport Administration Advisory Circular No: 150/5200-33B, Hazardous <br /> Wildlife Attractants On or Near Airports. <br /> 6) CITY OF TRACY—BUILDING DEPARTMENT(Staff Contact: Kevin Jorgensen, (209)831-6415) <br /> a) The inside turning radius for fire access roads should be a minimum of 27'-7". <br /> b) Provide a water source in terms of hydrants or tanks appropriately sized for fire-fighting <br /> operations. <br /> c) No Smoking signage is required. <br /> d) Secure the appropriate operational fire permits for a)combustible dust producing facilities if the <br /> San Joaquin County PA-08000051Tracy Material Recovery <br /> Community Development Page 15 J <br />
