I. INTRODUCTION <br /> This Soil Suitability Study presents the results of our investigation concerning the soil <br /> characteristics and groundwater under the subject property referenced on the Title Page. Our <br /> study was completed to satisfy the requirements of the San Joaquin County Environmental <br /> Health Department (EHD), specifically to: 1.)Determine if the proposed eleven homesite Parcels <br /> are acceptable for the proper operation of a septic system which will function as intended for its <br /> anticipated lifespan, and 2.)Provide analysis and recommendations based upon the <br /> environmental criteria encountered in this study. Our report is in compliance with the <br /> requirements for a Soil Suitability Study under Development Title Section 9-1105.2 Item(d) of <br /> the San Joaquin County Ordinance Codes. Additional Conditions of Approval are stipulated in <br /> the August 24, 2004 EHD Memorandum to the San Joaquin County Community Development <br /> Department. <br /> There are no domestic or irrigation wells on the subject property. Consequently,well water could <br /> not be sampled for the two constituents normally sampled and tested for EHD requirements, <br /> namely nitrate and the agrichemical DBCP. <br /> II. SUBJECT SITE AND STUDY AREA BACKGROUND INFORMATION <br /> The subject property is south of the City of Tracy,between MacArthur Drive and Tracy Boulevard, <br /> and north of the California Aqueduct. Surrounding property use consists predominately of row crop <br /> and pasture land, extremely low density single family residences, and commercial facilities such as <br /> gravel mining operations, a cattle ranch, refuse disposal and the Tracy Airport. The subject <br /> property is currently zoned Agriculture 40. Municipal sewer will probably never serve this area, or <br /> at least not for several decades. <br /> The project as proposed by the owner,Mr. Russell Kagebiro, is to create 11 Parcels from an existing <br /> 455.12 acres of land composed of three separate Assessor Parcel Numbers. The purchaser of each <br /> Parcel may construct a single family residential (SFR) structure with a septic system and domestic <br /> well. It is possible EHD would support second unit dwellings on the proposed Parcels. The septic <br /> systems and wells for each Parcel must be installed under EHD permit and inspection. <br /> Parcel area and orientations are denoted on the attached Tentative Map, found in Appendix A. The <br /> entire property is vacant. A number of pipelines traverse the subject property. These include a <br /> Chevron-Texaco oil pipeline, and a PG&E natural gas pipeline both near the Delta Mendota Canal, <br /> a Union Oil pipeline near the California Aqueduct, and Plainview Irrigation District underground <br /> irrigation pipelines and manholes. Any purchaser of a respective Parcel must contact Underground <br /> Service Alert (USA)before digging. <br /> As depicted on the attached USGS Map and the Tentative Map,the topography of the site ranges <br /> from 240 ft MSL in the southwest corner of the project to 160 ft MSL in the northeast corner. <br /> This gives a land declination toward the northeast of: (240 - 160= 80 ft)_ -5,280 ft= 1.5%. <br /> Therefore, septic system design criteria for slopes do not have to be considered. <br /> Page -2- <br /> Chesney Consulting <br />
