MODIFICATIONS TO RECLAMATION PLAN(20 10) <br /> REED/CLEMENTS PIT <br /> REF: APPLICATION No.PA-0200182 RAA <br /> SUMMARY OF MODIFICATIONS <br /> George Reed, Inc. (Applicant), has an active Use Permit and Reclamation Plan to remove approximately one million <br /> (1,000,000) cubic yards of rock, sand, and gravel over a period of eleven (11) years, which includes total reclaination, <br /> using the open pit method of extraction. Reclamation will proceed concurrently with excavation. George Reed,Inc. is <br /> currently reclaiming an existing quarry(QX-99-02)on a contiguous parcel,east of the project area. <br /> It is requested that the mining time window be shifted in order to reflect the current year. It is also requested that Phase <br /> 1 and Phase 3 be swapped, so mining will progress from the south to the north. Finally,it is requested that construction <br /> and reclamation details of the flood protection berm be clarified through additional language. <br /> The requested modifications to the Use Permit and Reclamation Plan, listed below, are to address issues resulting from <br /> the poor economy and to clarify plans to ensure precise compliance and increase operational efficiency. There will not <br /> be a substantial change from the daily operations as they currently exist. All extracted materials will be processed at <br /> the existing facility located on the North side of the Mokelumne River. No increase in depths, tonnage, footprint, or <br /> mine life is proposed. Modifications to the Reclamation Plan language affect four (4) specific sections of the existing <br /> reclamation plan. <br /> 1. Modifications to Section I.C.are to clarify: <br /> - The flood protection berm will be constructed utilizing a portion of the overburden initially stripped from <br /> Phase 1. This is necessary, as it was never intended that material would be imported to the site. It is <br /> important to note that the mine phasing is being modified so that the I" Phase occurs farthest from the <br /> Mokelumne River and outside of the FEMA 100 year floodplain. <br /> - The berm adjacent to the Mokelumne River will remain in perpetuity, while the berm along the western <br /> property line will exist only for the life of the project. The overburden stockpiled along the western <br /> Property line will be placed and constructed in order to double as a flood protection berm. This western <br /> stockpiled soil berm will be reclaimed to match existing grade and the soil will be utilized in final <br /> reclamation of Phases 2 and 3. There is no need for a western flood protection berm once all disturbed <br /> portions of the mine have been reclaimed and the potential risk of excessive sedimentation has been <br /> eliminated. <br /> 2. A modification to Section I.J. correlates with the reordering of the phasing to commence in the south and progress <br /> to the north. <br /> 3. Modifications to Section II.B.are to clarify: <br /> - The shifting of the 11 year mining window from the previously approved 2004-2015 window to a 2010- <br /> 2021 window. It is important to note that there is no increase to depths, tonnage, or the time window. The <br /> mining commencement date has been shifted to 2010 due to unforeseeable economic conditions. <br /> - These modifications also show the reordering of the phasing to reflect that the 29 acre southern phase will <br /> become Phase 1. <br /> 4. Modifications to Section II.C.2 and II.C.3 correlate with the reordering of the phasing to commence in the south <br /> and progress to the north. <br />
