The project includes the removal of approximately 1 million cubic yards of rock, sand, and gravel in 3 phases. This application request would extend the life of the quarry permit an additional 15 years, with final reclamation to be completed by December 31, 2038. No increase in tonnage, phasing, or changes to the final reclamation are proposed with this application. All other Conditions of Approval will remain the same. The project site is under a Williamson Act contract. The Property is zoned AG-40 (General Agriculture, 40-acre minimum) and the General Plan designation is A/G (General Agriculture). PROJECT LOCATION:The project site is on the north side of State Route 88/State Route 12,4,800 feet west of Mackville Rd., Clements. (APN/Address: 019-220-40/23813 N. Mackville Rd., Clements) (Supervisorial District:4) ENVIRONMENTAL DETERMINATION: This project as described is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3), and a Notice of Exemption will be filed if the project is approved. APPLICATION REVIEW: Recommendations and/or comments on this project must be submitted to the Community Development Department no later than April 4, 2024. Recommendations and/or comments received after that date may not be considered in staff's analysis and/or recommendation to the San Joaquin County Planning Commission for this application. NOTE TO SURROUNDING PROPERTY OWNERS: This project will be scheduled for a San Joaquin County Planning Commission hearing. Notification will be provided on the date, time, and place of the public hearing at a later date.
