MS-92-60 . <br /> The District has the following comments and recommendations : <br /> 1 . San Joaquin County' s air quality relative to National and <br /> State Ambient Air Quality Standards has been designated as a <br /> non-attainment area by the California Air Resources Board as <br /> follows : <br /> PM-10 - Non-attainment <br /> Co - Non-attainment ( for Stockton Metropolitan <br /> Statistical Area only) <br /> Ozone - Non-attainment (possible SIP call area ) <br /> The California Clean Air Act, AB 2595, requires counties which <br /> are designated non-attainment to achieve a 5% annual reduction in <br /> emissions until the standards are met . <br /> 2 . Applicants should be aware of the PM-10 Fugitive Dust Rule <br /> and the Indirect Source Review Rule, both of which are currently <br /> proposed by the District for adoption in the near future . Both <br /> of these rules may affect the applicant ' s project . A copy of <br /> these rules is available upon written request to the District . <br /> CONDITIONS OF APPROVAL <br /> 3 . Emissions generated during the construction process are of <br /> concern to the District. The attached dust control practices <br /> shall be implemented if and when construction takes place . <br />
