FCncto <br /> ODUCTION <br /> nsulting has been retained by Paul Bottini and Peggy DeForest of Cunha Draying, <br /> lete the requirements of the San Joaquin County Environmental Health Department <br /> e development of their new facility in Lathrop, California. <br /> The Environmental Health Department has been at the forefront of nitrate impact investigations <br /> and the prevention or mitigation of environmental contamination from various sources of nitrate, <br /> particularly septic systems. EHD requires these investigations and corresponding septic system <br /> design criteria under Community Development Title 9-1105.2 (d) for projects in unsewered <br /> areas, in areas currently impacted with nitrate, or for projects that may potentially impact the <br /> underlying groundwater with nitrate. <br /> Mr. Bottini and Ms. DeForest intend to operate the subject property as a small Business Park <br /> commercial facility to consist of three Buildings denoted as: Phase One Building "A," (11,000 sq. ft.), <br /> Phase Two Building "B," (19,250 sq. ft.) and Phase Three Building "C," (19,250 sq. ft.). Presently, <br /> the Copper& Brass Company, Inc. has a lease agreement to occupy a portion of the new facility. <br /> Anticipated wastewater flow volumes originating from the Business Park were originally based <br /> upon the approximate average of all flow determination methods typically required by EHD. <br /> However, in discussions with EHD staff,these calculated flow volumes exceed those typically <br /> observed from a comparable facility. Since the effluent will be pumped to a filter bed disposal <br /> arrangement, wastewater flow volumes will be quantified with a flowmeter to verify flow <br /> volumes in comparison with the other facility. In addition, EHD may require the primary filter <br /> bed to operate under a yearly permit, with observational and analytical monitoring to occur at <br /> designated intervals. <br /> The Environmental Health Department's main concerns and requirements for this project are 1.) <br /> The current environmental status of the soil and groundwater under the proposed wastewater <br /> disposal area, and the nitrate impact from either previous on-site generation or surrounding <br /> agricultural inputs, 2.) Specifying mitigation measures to prevent future nitrate impact to the <br /> underlying groundwater from effluent emanating from the proposed project, 3.) Assurance that <br /> sufficient wastewater disposal area exists to accommodate the anticipated wastewater flow <br /> volumes, 4.)Assurance that there is sufficient replacement area that will remain designated as <br /> such, in the event of system failure, or a need to "rest" the primary disposal area, and 5.) Siting the <br /> disposal area outside of a Pacific Gas &Electric (PG&E) Easement area as denoted on the Site <br /> Plans,produced by Schack& Company of Tracy. <br /> The findings of this study reveal there has been low nitrate impact to the groundwater under the <br /> proposed wastewater disposal area. A filter bed system has been designed to dispose of a <br /> maximum of 1,000 gallons per d d of w . As referenced above, in <br /> accordance wi EHD recommendations, realistic wastewater flow volumes from a comparable <br /> facility have been used in the calculations for this proposed project. A 1,600 square foot filter bed <br /> has been dedicated as a primary disposal area and 1,600 square feet have been dedicated for 100% <br /> replacement area.
