Madruga Road, Lathrop I <br /> The Environmental Health Division has reviewed the Hydrologic Study for the <br /> percolation ponds for the Kearney Ventures Development. This department cannot <br /> support this site because of the following concerns. <br /> a. The San Joaquin County Flood Control records indicate that the San Joaquin <br /> river reached a level of plus 24 feet in 1983. The proposed ponds, which are <br /> projected to be located adjacent to the levee, are designed to have an elevation <br /> of plus 13 feet. Environmental Health Division staff working in the area in <br /> 1983 observed, many water boils hydrological supplied by the river resulting <br /> in flooding of the proposed project site. <br /> b. Oakwood Lake Inc., located South of the project site, currently pumps water <br /> to the San Joaquin River to maintain a minus 14 feet lake level to facilitate their <br /> sand removal and recreation operations. This Division believes that the <br /> percolation from the proposed ponds would be drawn into the lake aquifer thus <br /> impacting water quality. <br /> C. The proximity of these percolation ponds to the San Joaquin River has the <br /> potential levee failure and exposing multiple population of people to sewage <br /> contamination from levee failure as demonstrated historically in Santa Rosa and <br /> Guerneville, California. <br /> .A Di.ision of San Joaquin County Health Care Services <br />
