Analysis
Background
On February 8,2005, the Board of Supervisors approved the Speck Plan II Project. The Specific
Plan II Project consisted of the addition of the Specific Plan II document, amendments to the Master
Plan and the Mountain House Development Title, and a Development Agreement. The Specific
Plan II document included preliminary development plans for the Town Center, Neighborhoods C, D
(west portion), H, I,J, K, and L at a program level of review. Because development of these
neighborhoods were addressed at a program level of review, a Major Subdivision application
('Tentative Map")was required for each of them in order to obtain the necessary specific level of
detail and review for subdivision development to proceed.
In accordance with the above requirement, on July 7,2005, the Planning Commission approved
Tentative Maps for Neighborhoods C, H, I, and J. On September 11,2007,the Board of
Supervisors approved a reconfiguration of the land uses and residential lots for the Neighborhoods I
and J Tentative Maps. On October 2,2008,the Planning Commission approved the Neighborhood
D (west)Tentative Map. On December 1,2011,the Planning Commission approved Tentative
Maps for Neighborhoods K and L.
This tentative map,for the Town Center, is the final tentative map submittal for Specific Plan II and
includes supporting materials and documents (e.g., the Mountain House Town Center Initial Study,
preliminary geotechnical exploration)
Analysis
Consistency with Adopted Plans
The project was reviewed for consistency with the General Plan, the Mountain House Master Plan,
Specific Plan II,the Mountain House Public Financing Plan, and other community plans. The
project, as conditioned, was found to be consistent with these plans. A summary of the consistency
review conducted is provided in Appendix A.
Jobs/Housing Program
No changes in the Jobs/Housing Program are proposed as part of this project. The proposed
subdivision is consistent with both of those programs. One of the implementation measures of
the Master Plan Job/Housing Program is the Jobs/Housing Reviews:
• Jobs/Housing Reviews. The San Joaquin County Board of Supervisors shall hold a
Public Hearing, referred to as a Jobs/Housing Review, to review the progress of the
Jobs/Housing Program at the following specified times:
• Prior to the approval of any Specific Plan which contains residential development, but
no sooner than after 2,000 residential units have been constructed (excluding the first
Specific Plan or Specific Plan Amendment).
• When 4,000, 8,000, 12,000, and 16,000 residential units have been completed and
annual monitoring information becomes available, if a review has not already been
conducted in the previous calendar year.
20
