PHASE I ENVIRONMENTAL SITE
ASSESSMENT REPORT
ASSESSOR PARCELS
• 173-210-04, 173-210-05,173-210-06,AND 173-210-07
STOCKTON
SAN JOAQUIN COUNTY,CALIFORNIA
L
EXECUTIVE SUMMARY
i_ December 10,2004
This Phase I Environmental Site Assessment was performed by Condor Earth Technologies, Inc.
V (Condor) at the request of Bennett Development, Inc. (Client). The assessment was performed for
properties located south of East Main Street in Stockton, San Joaquin County, California. These four(one
parcel and portions of three parcels)parcels are designated as Assessor Parcel Numbers (APNs) 173-210-
04, 173-210-05, 173-210-06, and 173-210-07 consisting of approximately 27 acres.
The Phase I ESA was performed in accordance with the guidelines set forth in Practice E 1527-00,
Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process,
published in May 1993 (Revised 2000) by the American Society for Testing and Materials (ASTM) and
in accordance with the prevailing standard of care for completing such assessments in California at this
time. The purpose of the ASTM Phase I Environmental Site Assessment (ESA) is to conduct an
appropriate inquiry into previous ownership and uses of the property to help in partially satisfying the
innocent landowner defense to Comprehensive Environmental Response, Compensation and Liability
Act (CERCLA) liability and to document those conditions discovered during the inquiry that are
L, "potential environmental conditions that could materially impact the operation of the business associated
with the parcel of commercial real estate" (ASTM Standard Practice E 1527-00, Section 5.5). Any
exceptions to, or deletions from, this practice are noted in Section 11.0 of this report.
Condor has performed a Phase I ESA in conformance with the scope and limitations of ASTM Practice E
1527-00 for APNs 173-210-04, 173-210-05, 173-210-06, and 173-210-07 in Stockton, California. The
general Site area is the location of commercial, residential, and agricultural properties. The Site consists
y of one parcel and the portions of three parcels that are currently fallow farmland with two irrigation wells. ( r
These parcels are located south of East Main Street. Site reconnaissance, owner questionnaires, and
interviews revealed the fields are agricultural and have historically been used for agricultural purposes.
The assessment revealed evidence of two recognized environmental conditions in association with the
Site:
• The application and accumulation of pesticides on the Site properties.
• The identified chromium contamination in the groundwater beneath the Site properties.
L
It is Condor's recommendation that the two Site irrigation wells be closed according to San Joaquin
County Environmental Health Department's standards to prevent a pathway to humans from the
chromium-contaminated groundwater. Condor also recommends soil sampling for pesticides and metals
including total and hexavalent chromium, arsenic, and copper to evaluate the levels of these metals and
residual pesticides in Site soils.
1.Terms in italics are defined by ASTM in Practice E 1527.See Glossary of Terms and Acronyms(Appendix G).
n
CONDOR
L
