PHASE I ENVIRONMENTAL SITE <br /> ASSESSMENT REPORT <br /> ASSESSOR PARCELS <br /> �• 173-210-04, 173-210-05,173-210-06,AND 173-210-07 <br /> STOCKTON <br /> SAN JOAQUIN COUNTY,CALIFORNIA <br /> L <br /> EXECUTIVE SUMMARY <br /> i_ December 10,2004 <br /> This Phase I Environmental Site Assessment was performed by Condor Earth Technologies, Inc. <br /> V (Condor) at the request of Bennett Development, Inc. (Client). The assessment was performed for <br /> properties located south of East Main Street in Stockton, San Joaquin County, California.These four(one <br /> parcel and portions of three parcels)parcels are designated as Assessor Parcel Numbers (APNs) 173-210- <br /> 04, 173-210-05, 173-210-06, and 173-210-07 consisting of approximately 27 acres. <br /> The Phase I ESA was performed in accordance with the guidelines set forth in Practice E 1527-00, <br /> Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, <br /> published in May 1993 (Revised 2000) by the American Society for Testing and Materials (ASTM) and <br /> in accordance with the prevailing standard of care for completing such assessments in California at this <br /> time. The purpose of the ASTM Phase I Environmental Site Assessment (ESA) is to conduct an <br /> appropriate inquiry into previous ownership and uses of the property to help in partially satisfying the <br /> innocent landowner defense to Comprehensive Environmental Response, Compensation and Liability <br /> Act (CERCLA) liability and to document those conditions discovered during the inquiry that are <br /> L, "potential environmental conditions that could materially impact the operation of the business associated <br /> with the parcel of commercial real estate" (ASTM Standard Practice E 1527-00, Section 5.5). Any <br /> exceptions to, or deletions from,this practice are noted in Section 11.0 of this report. <br /> Condor has performed a Phase I ESA in conformance with the scope and limitations of ASTM Practice E <br /> 1527-00 for APNs 173-210-04, 173-210-05, 173-210-06, and 173-210-07 in Stockton, California. The <br /> general Site area is the location of commercial, residential, and agricultural properties. The Site consists <br /> y of one parcel and the portions of three parcels that are currently fallow farmland with two irrigation wells. (� r <br /> These parcels are located south of East Main Street. Site reconnaissance, owner questionnaires, and <br /> interviews revealed the fields are agricultural and have historically been used for agricultural purposes. <br /> The assessment revealed evidence of two recognized environmental conditions in association with the <br /> Site: <br /> • The application and accumulation of pesticides on the Site properties. <br /> • The identified chromium contamination in the groundwater beneath the Site properties. <br /> L <br /> It is Condor's recommendation that the two Site irrigation wells be closed according to San Joaquin <br /> County Environmental Health Department's standards to prevent a pathway to humans from the <br /> chromium-contaminated groundwater. Condor also recommends soil sampling for pesticides and metals <br /> including total and hexavalent chromium, arsenic, and copper to evaluate the levels of these metals and <br /> residual pesticides in Site soils. <br /> 1.Terms in italics are defined by ASTM in Practice E 1527.See Glossary of Terms and Acronyms(Appendix G). <br /> n <br /> CONDOR <br /> L <br />
