FAX (209)948-7194 August 8,2005 10-SJ-4-PM 20.7 PA-0500469 Ligurian Village Residential Subdivision Kathy Allen San Joaquin County Community Redevelopment Department Development Services Division 1810 East Hazelton Avenue Stockton, CA 95205 Dear Ms, Allen: The California Department of Transportation (Department) appreciates the opportunity to have reviewed the Major Subdivision for the proposed pre-application to subdivide four parcels into 117 single family residential lots to be located at 5055 East Main Street approximately 1.0 miles north of State Route 4 (SR-4) and the SR-4/South Walker Lane intersection. The Department has the following comments' • A traffic impact study(TIS)is necessary to determine this proposed project's near-term and long-term impacts to State facilities—both existing and proposed —and to propose appropriate mitigation measures. The study should be prepared in accordance with the Caltrans Guide for the Preparation of7'rafcImpact Studies, dated December 2002 (Guide). The Guide is available online at the following web address: bttp://www.dot.ca.gov/hq/tpp/planning_tools/tools.htm. Minimum contents of the TIS are listed in Appendix ".A" of the TIS guide. All State owned signalized intersections affected by this project should be analyzed using the intersecting lane vehicle(1LV) procedure from the Department's Highway Design Manual,Topic 406, page 400-21. • The Department requires level of service (LOS) "C" or better at State owned facilities, including intersections (see Appendix "C-3" of the TIS guide). If an intersection is currently below LOS "C," any increase in delay from project-generated traffic must be analyzed and mitigated. The LOS for operating State highway facilities is based upon measures of effectiveness (MOE) (see Appendix "C-2" of the Guide).
