Dear Ms. Mueller: San Joaquin County is a signatory to San Joaquin County Multi-Species Habitat Conservation and Open Space Plan(SP4SCP). Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, and ensures that the impacts are mitigated below a level of significance in compliance with the California Environmental Quality Act (CEQA). Although participation in the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against participating bi the SJMSCP,they will be required to provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. SJCOG, Inc. has reviewed application PA-0400266 (MS). This project involves subdividing an existing 100-acre parcel into two parcels totaling 60 acres and 40 acres. The project site is located at the western terminus of Manila Rd. and west of Mantbey Rd.; west of Lathrop. Any future structures)may require the conversion of Agriculture habitat and as such should condition the project applicant(s)to participate in the SJMSCP. The project is located within the unmapped land use areas and as per the requirements of the SJMSCP those projects are subject to case-by-case review by the Habitat Technical Advisory Committee(TAC)prior tc participation.
