08/26/2003 11:32 91625P -1r RWGCB CV REGIO' PAGE 06/07 <br /> 1 <br /> _7) <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 97-038 <br /> _ RESCINDING VARIOUS WASTE DISCHARGE REQUIREMENTS <br /> The California Regional Water Quality Control Board, Central Valley Region, finds that the Board <br /> adopted the following Orders and Resolutions which are no longer applicable for the reasons shown: <br /> a. Resolution No. 69-272 , adopted 14 May 1969,prescribes requirements for Kings River Pine <br /> Industries, Inc., Auberry Mill, (now owned and operated by Dinuba Timber Industries, Inc., dba <br /> Sequoia Forest Industries and Auberry Energy, Inc.) for the discharge of drainage and process <br /> wastewaters to ponds and to Little Sandy Creek,Fresno County. The Discharger has ceased <br /> operation, removed all logs from the site. and is dismantling the sawmill. There are no plans to <br /> reactivate the cogeneration facility. Wastewater is no longer discharged at the site. (WDH) <br /> b. Order No. 74-391, adopted 26 July 1974,prescribes requirements for the Frewert Road Class IR <br /> solid waste disposal site in San Joaquin County and names Teichert Construction as the operator <br /> and Winifred B. Burchell as the owner(now deceased), This site is an inert or Class Ill landfill <br /> under the pre-1984 landfill regulations. It was used for levee and road construction debris <br /> disposal for several years in the mid-1970s.Available information does not indicate the site <br /> poses a threat to water quality. <br /> C. Order No. 87-119,adopted 26 June 1987,prescribes requirements for South Camanche Shore, <br /> Inc.,and East Bay MUD for the closure of the South Catnanche Shore landfill.near Camanche <br /> Lake in Calaveras County. The closure is complete and monitoring indicates that there is no <br /> remaining significant threat to water quality. Landuse will be restricted to open space within an <br /> existing park. <br /> d. Order No. 91-25016, adopted 8 June 1995,prescribes requirements for Mercy General Hospital, <br /> Sacramento County,to discharge treated groundwater from the cleanup of an underground diesel <br /> tank leak into five on-site injection wells. This site no longer discharges. <br /> e. Order No, 94-042, adopted 25 February 1994,prescribes requirements for disposal of sanitary <br /> wastewater for Butte County Services Area No. 159 and Steve and Carol Lotti (Oak Highlands <br /> Estates), The CSA was formed to oversee the wastewater disposal from this development. The <br /> county has been informed by the property owner that he does not intend to develop the <br /> subdivision, and has therefore requested rescission of the WDRs. <br />
