1%W .NO <br /> San Joaquin Valley <br /> Air Pollution Control District <br /> JUL 0 9 2003 <br /> July 7, 2003 <br /> n. <br /> Jennifer Jolley <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: PA-0300273 A SITE APPROVAL PRE-APPLICATION TO ESTABLISH A <br /> POULTRY RANCH BUSINESS FOR 1 ,000 CHICKENS <br /> Dear Ms Jolley: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed projects and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Confined animal facilities are serious potential odor sources due to the production and <br /> handling of animal wastes. The District's Guide for Assessing and Mitigating Air Quality <br /> Impacts (GAMAQI) recommends that projects of this type conduct additional review, if <br /> sensitive receptors are located within one mile, to determine if the impact is significant. <br /> The GAMAQI bases significance for odor impacts for new facilities on the review of the <br /> complaint history of similar facilities located elsewhere in the Valley. The District can <br /> assist with locating similar facilities and with complaint histories. <br /> This facility is exempt from District Rule 4102 (Nuisance). The purpose of this rule is to <br /> protect the health and safety of the public and applies to any source operation which <br /> emits or may emit air contaminants or other material. Most agricultural uses are exempt <br /> from this rule. Therefore, mitigation measures to prevent odor problems are critical. <br /> Several options are available to control odors and the emission of other pollutants. <br /> Manure management practices, anaerobic and aerobic treatment, and feed formulations <br /> have been shown to reduce emissions from this type of source.
