Make checks payable to the San <br /> Joaquin County Treasurer. N <br /> FORMS Ten (10)copies of the completed application information forms(attached)which all owners/applicants <br /> must sign. ' <br /> 1. <br /> MAP If a map is to be amended or added. Ten (10)copies_ <br /> • SOILS SUITABILITY If the proposed method of sewage disposal is on-site,and this is permissible,submit a Soil Suitability <br /> STUDY Study prepared to the specifications of the Environmental Health Division. <br /> • TEXT CHANGE If the text of a plan is to be amended.lSeven(7)copies. <br /> • DEED If applicable,one copy of the recorded deed(s)of the property. <br /> • General Plan Amendment Applications require compliance.with County Water Policy-see Department of Public Works <br /> STEP 4 APPLICATION PROCESSING—Staff will check your application. if anything is missing,you will be <br /> notified in writing. The applicant will be sent a postcard once the application has been determined <br /> complete. (your application cannot be processed until it is complete./ <br /> • CEQA The County will decide if the proposal will have an adverse effect on the environment. If there are no adverse <br /> effects,the application will be processed. If4there are potential adverse effects,further environmental review <br /> will be required. Projects that have the potential to adversely affect the environment will require the <br /> preparation of an E.I.R. This may extend the processing time. <br /> • REFERRALS Staff will refer the application to any Countylldepartments,other agencies and surrounding property owners <br /> AND ACTION (for a map amendment)affected by your proposal. At the end of a review and comment period a staff report <br /> will be prepared and the Planning Commission will hold a public hearing. At the conclusion of the hearing the <br /> Commission will either refer the application to the Board of Supervisors will a favorable recommendation or <br /> deny the request. The Board of Supervisors will then hold a public hearing and take final action on your <br /> request. (Note: Planning Commission deni As must be appealed in order to be heard by the Board of <br /> Supervisors.) <br /> FINAL ACTION The action of the Commission can be appealed to the Board of Supervisors. The Commission's action is final <br /> unless appealed. For further information on`the length of the appeal period,contact the staff. <br /> STEP 5 PERMITS I� <br /> • LAND USE Subdivisions and some specific land uses will require permits,which may require an additional public hearing. <br /> PERMITS <br /> • SANITATION& Projects that will utilize new on-site sanitati Nn disposal and/or on-site wells, must get permits from the <br /> WELL PERMITS Environmental Health Division. <br /> • BUSINESS If the project involves a business,a Business License must be approved prior to starting operation. <br /> LICENSES <br /> • BUILDING If the project involves construction,a building permit must be approved prior to commencement of work. <br /> PERMITS <br /> • OTHER Frequently other local,state and/or federal agencies will require permits prior to new uses being established <br /> PERMITS (e.g.Air Pollution Control District, Regional Water Quality Control Board or the Sheriff's Office).
