QUIN COUNTY <br /> ^�-=c.�e -y:._.:.:.r^^-sem- a�-�- :_ _. ...4.x_ _ .r-- ... � <br /> have reviewed the 21 April 2008 Technical Memorandum and the 17 July�2008 Report of <br /> Waste Discharge (RWD) for the proposed KSC Travel Center prepared by Nolte Associates, <br /> Inc. and determined additional information' is required before we can begin preparing Waste. <br /> Discharge Requirements (WDRs). Pease address the following items in an RWD addendum: <br /> • It is our understanding that the California Environmental Quality Act (CEQA) analysis has <br /> not yet been performed. Please proceed with the preparation of those documents and <br /> submit the documentation when it is available. Additional comments on CEQA are <br /> provided at the end of this list. <br /> t <br /> • The information on groundwater quality presented in Table 7 of the RWD indicates that the <br /> on-site supply water is very hard (hardness of 347 mg/L). This makes on-site water supply <br /> treatment more likely and may result in installation of regenerative water softeners. The <br /> use of regenerative water softeners (ion exchange) can have a significant impact on <br /> wastewater quality — especially on dissolved solids, which largely pass through the <br /> j treatment system. Please investigate obtaining a better quality water supply, pretreating <br /> E the source water prior to supplying it to the development, or other method to negate the <br /> need for regenerative water softeners. Additional comments on an antidegradation <br /> analysis are provided at the end of this list. <br /> • The data that has been submitted to characterize groundwater quality is not sufficient to <br /> allow a-determination of the potential for groundwater,degradation. as a result of the__ <br /> proposed discharge. (Theon-site well screens a lower aquifer zone,and the shallow <br /> groundwater monitoring wells are too far from the site to be considered representative). <br /> Please collect_site-specific data that can be used for the evaluation. You may elect to use <br /> grab sampling devices or install groundwater monitoring wells for this purpose. Please <br /> submit a groundwater quality investigation workplan for staffs approval before beginning <br /> any field activities. <br /> • Please provide a more complete description of the proposed treatment system including <br /> size and location of septic tanks/grease traps, lift stations, spill alarms, backup electrical <br /> generation systems, etc. <br /> • Provide a better description of the dispersal area. Address the following items: <br /> o How will the areas be configured compared to the surrounding areas.
