The land use designation <br /> and zoning for the site is agricultural. The proposed use is industrial and belongs on property <br /> that is consistent with an industrial land use designation and zoning. <br /> The Riverwalk Specific Plan area is located approximately 1500 feet south of the monopole site <br /> that will contain large batteries within the equipment shelter that represents a potentially <br /> dangerous environment with residences located near a hazardous land use. <br /> The City of Lathrop has filed an application with LAFCO to include the area between Interstate 5 <br /> and the river north to Roth Road within the City's Sphere of Influence. The project site is <br /> included in this area. The development of the specific plan for the area to be annexed will likely <br /> include residential, recreational, open space, and commercial areas but it will not include <br /> industrial. <br /> There is property on the east side of the interstate both in the county and the city that could <br /> meet the needs of an industrial use on property that is currently zoned industrial. <br /> In the Initial Study hazards and land use are not adequately addressed. There is no mitigation <br /> proposed as it relates to the hazards caused by the number of large batteries on site and their <br /> potential for explosion and contamination.
