A percolation test that meets absorption <br /> rates of the manual of septic tank practice or E.P.A. Design Manual for onsite wastewater <br /> treatment and disposal system is required for each parcel. The fee will be based on the <br /> current schedule at the time of payment. <br /> C. The existing private water wells shall be tested for the chemical Dibromochloropropane <br /> (DBCP) and nitrates with the results submitted to the Environmental Health Department <br /> prior to issuance of building permit(s). Samples are to be taken and analyzed by a State- <br /> approved laboratory (San Joaquin County Development Title, Section 9-1115.7). <br /> D. Construction of an individual sewage disposal system(s) under permit and inspection by <br /> the Environmental Health Department is required at the time of development based on the <br /> Soil Suitability/ Nitrate Loading Study findings (San Joaquin County Development Title, <br /> Section 9-1110.3 & 9-1110.4). <br /> E. Submit to the Environmental Health Department revised site plans showing the maximum <br /> number of persons the sewage disposal system is being designed for. In addition, show on <br /> revised plans that the leach field area will be barricaded so it cannot be driven over, parked <br /> on, or used as a storage area. This leach field area must be used for that specific purpose <br /> only, and it cannot contain any underground utility lines (San Joaquin County Development <br /> Title, Section 9-1110.4(c)(5)). <br /> In addition, the revised site plan shall incorporate the 100% designed sewage disposal <br /> replacement area. <br /> F. Any geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department (San Joaquin County Development Title, Section 9- <br /> 1115.3 and 9-1115.6). <br /> G. Before any hazardous materials/waste can be stored or used onsite, the owner/operator <br /> must report to the California Environmental Reporting System (CERS) which can be found <br /> at cers.calepa.ca.gov/for the following: <br /> a. Any amount of hazardous waste (for distribution centers this may include broken or <br /> damaged pallets (or individual containers) of hazardous materials, soaps, perfumes, <br /> cleaners, dyes, nicotine, over the counter medicines, or other household items <br /> packaged for sale that have been damaged; used oil, used oil filters, used oil- <br /> contaminated absorbent/debris, waste antifreeze, used batteries or other universal <br /> waste, etc.) —Hazardous Waste Program. <br /> b.
